【摘要】：“警察學(xué)”是一切警察學(xué)術(shù)的基本科學(xué)。西方?jīng)]有警察學(xué) ,英、美的警察科學(xué)尚未分化出來。我國(guó)國(guó)民黨時(shí)期及臺(tái)灣地區(qū)有一批警學(xué)研究的專、編著問世。 80年代初以來 ,我國(guó)公安系統(tǒng)警察高等教育的創(chuàng)辦 ,開展了對(duì)“警察學(xué)”的研究 ,稱之為“公安學(xué)” ,也有直接稱“警察學(xué)”的。在十六七年的時(shí)間里 ,不僅發(fā)表了大量學(xué)術(shù)論文 ,而且還出版了幾本專、編著 ,但對(duì)“公安”與“警察”是一個(gè)概念還是兩個(gè)不同的概念、“公安學(xué)”是否等同“警察學(xué)”及其學(xué)科研究對(duì)象等問題存在不同觀點(diǎn)和爭(zhēng)論。“警察”這一社會(huì)現(xiàn)象 ,在人類社會(huì)有了階級(jí)與國(guó)家以來就是一種客觀存在 ,具有獨(dú)立的學(xué)術(shù)分類、獨(dú)立的研究對(duì)象和獨(dú)立的學(xué)科體系�！熬鞂W(xué)” ,應(yīng)從古今中外的警察時(shí)空范疇去構(gòu)建。
[Abstract]:Police study is the basic science of all police science. There is no police science in the West, and police science in Britain and the United States has not yet split up. During the Kuomintang period and in Taiwan, there were a number of special studies on police science, compiled and published. Since the beginning of 1980s, the establishment of police higher education in China's public security system has carried out a study on "police science", which is called "police science" and is also called "police science" directly. In the past 16 to 7 years, not only has a large number of academic papers been published, but also several monographs and editors have been published. However, whether "Public Security" and "Police" are the same or two different concepts, There are different views and arguments on whether "police study" is equivalent to "police study" and its subject research object. The social phenomenon of "police" is an objective existence since the existence of class and country in human society, with independent academic classification, independent research object and independent discipline system. The study of the police should be constructed from the temporal and spatial categories of the police at all times and all over the world.
