【摘要】：公安機(jī)關(guān)警務(wù)公開是在行使國(guó)家公權(quán)力的過程中,除法律規(guī)定的特殊情況外,依照法定程序,向社會(huì)公眾公布與警察職權(quán)有關(guān)的事務(wù)和活動(dòng)并置于社會(huì)、權(quán)利人關(guān)注和監(jiān)督之下的一種制度。自1999年10月份開始在全國(guó)公安機(jī)關(guān)實(shí)行,從啟動(dòng)到逐漸完善,歷經(jīng)10年時(shí)間,已經(jīng)成為促進(jìn)公安隊(duì)伍正規(guī)化建設(shè),執(zhí)法規(guī)范化建設(shè)的重要措施。但是,就全國(guó)警務(wù)公開工作運(yùn)行情況看,還存在許多不足,也面臨著不同的困境。互聯(lián)網(wǎng)作為一種新興媒體,具有傳輸速度快、容量大、互動(dòng)性強(qiáng)等特點(diǎn),影響力已經(jīng)超過其他任何一種媒體。網(wǎng)絡(luò)技術(shù)的發(fā)展已經(jīng)給公共關(guān)系建設(shè)帶來了新變化,網(wǎng)絡(luò)信息傳播消除了警察與公眾的信息地位不對(duì)等,出現(xiàn)了結(jié)構(gòu)性互動(dòng),公眾的權(quán)利與警察權(quán)利原有平衡被打破,這些變化使網(wǎng)絡(luò)傳播對(duì)警察組織、警察個(gè)體的不利影響逐步擴(kuò)大,甚至對(duì)警察組織隊(duì)伍的穩(wěn)定性和基層警察組織的正常工作帶來了沖擊。從這個(gè)意義上說,如何利用網(wǎng)絡(luò)開展公安警務(wù)公開工作,應(yīng)對(duì)警民公共危機(jī)、改進(jìn)警民關(guān)系、提高警務(wù)效率,全面提升公安形象已成為迫切需要解決的新課題。 本文以五個(gè)章節(jié)構(gòu)建了研究的框架,第一章為緒論,說明了本文的選題意義、國(guó)內(nèi)外對(duì)警務(wù)公開的研究現(xiàn)狀及本文的研究方法、研究框架；第二章著重寫網(wǎng)絡(luò)警務(wù)公開的發(fā)展現(xiàn)狀,在列舉網(wǎng)絡(luò)警務(wù)公開的發(fā)展歷程的同時(shí),找出網(wǎng)絡(luò)警務(wù)公開的優(yōu)勢(shì)所在,對(duì)網(wǎng)絡(luò)警務(wù)公開的主要形式進(jìn)行了剖析,比較了公安門戶網(wǎng)站、警務(wù)博客、警務(wù)人員在線答疑、QQ群等網(wǎng)絡(luò)警務(wù)公開的利弊；第三章從傳播學(xué)與警察公共關(guān)系相結(jié)合的角度提出了網(wǎng)絡(luò)警務(wù)公開面臨的挑戰(zhàn),用成功與失敗案例相比較的研究方法尋找原因；第四章對(duì)國(guó)外警務(wù)公開方面的經(jīng)驗(yàn)進(jìn)行了簡(jiǎn)要介紹,并作評(píng)價(jià)。第五章為對(duì)策部分,提出了網(wǎng)絡(luò)警務(wù)公開未來發(fā)展的策略以及對(duì)公安警務(wù)公開工作的現(xiàn)實(shí)指導(dǎo)意義,為塑造良好警察形象和構(gòu)建和諧社會(huì)提供參考。
[Abstract]:In the process of exercising the public power of the state, the public security organs make public affairs and activities related to the powers and functions of the police to the public in accordance with the legal procedures, except under the special circumstances prescribed by law, and place them in the society. A system under which the obligee is concerned and supervised. It has been put into practice in the public security organs of the whole country since October 1999. After 10 years, it has become an important measure to promote the normalization of the public security team and the standardization of law enforcement. However, there are still many shortcomings in the operation of the public work of the national police, and they also face different difficulties. As a new media, Internet has many advantages, such as fast transmission speed, large capacity, strong interaction and so on. The development of network technology has brought new changes to the construction of public relations. The communication of network information eliminates the unequal information status between the police and the public, there is structural interaction, and the balance between the rights of the public and the rights of the police has been broken. These changes make the network spread to the police organization, the police individual adverse influence gradually expanded, even to the police organization troop stability and the basic level police organization normal work has brought the impact. In this sense, how to make use of the network to carry out the public work of police affairs, to deal with the public crisis, to improve the relationship between the police and the people, to improve the police efficiency, and to promote the public security image in an all-round way has become a new issue that needs to be solved urgently. The first chapter is the introduction, which explains the significance of the topic, the current situation of the research on the public policing at home and abroad, the research methods of this paper, and the research framework; The second chapter focuses on the development of network policing openness, enumerates the development process of network policing openness, finds out the advantages of network policing openness, and analyzes the main forms of network policing openness. This paper compares the advantages and disadvantages of the network policing openness, such as public security portal, police blog, police personnel online answer, QQgroup, etc. Chapter three puts forward the challenges of network policing openness from the angle of the combination of communication and police public relations. The fourth chapter briefly introduces and evaluates the experience of foreign countries in the field of police service publicity. The fifth chapter is the countermeasure part, puts forward the strategy of the future development of the network policing publicity and the practical guiding significance to the public work of the police affairs of public security, and provides the reference for shaping the good police image and constructing the harmonious society.
