【摘要】：我國(guó)在2004年5月1日開(kāi)始實(shí)施的《中華人民共和國(guó)道路交通安全法》確立了道路交通安全管理和安全宣傳教育走社會(huì)化之路的思路,規(guī)定對(duì)機(jī)動(dòng)車(chē)的駕駛培訓(xùn)、機(jī)動(dòng)車(chē)安全技術(shù)檢驗(yàn)實(shí)行社會(huì)化。在立法和相關(guān)規(guī)定上是一次重大的改革和創(chuàng)新的思路,也對(duì)道路交通管理工作提出了新的目標(biāo)和要求。 社會(huì)的快速發(fā)展和不斷進(jìn)步,使交通安全管理社會(huì)化成為一種必然的發(fā)展趨勢(shì),同時(shí),對(duì)高速公路道路交通的管理提出了新的要求。交通安全管理社會(huì)化單靠自身單位或個(gè)人的努力難以完成任務(wù),需要政府對(duì)高速公路交通安全管理工作轉(zhuǎn)變?yōu)橐环N政府來(lái)引導(dǎo)社會(huì)各中力量提高管理的績(jī)效水平。 本文從選題的背景出發(fā),以湖南省高速公路交通安全社會(huì)化管理為目標(biāo),以常張、潭耒高速公路為研究范本,對(duì)高速公路交通安全社會(huì)化管理的內(nèi)涵、社會(huì)化管理的相關(guān)理論以及必要性與意義作了一般分析,探討了湖南省高速公路社會(huì)化管理面臨的現(xiàn)狀以及面臨的問(wèn)題和成因,提出了加強(qiáng)湖南省高速公路社會(huì)化管理的相關(guān)對(duì)策。認(rèn)為要一方面加強(qiáng)政府統(tǒng)一領(lǐng)導(dǎo),建立全社會(huì)共同開(kāi)展交通安全管理的格局；另一方面加強(qiáng)群眾參與監(jiān)督,爭(zhēng)取社會(huì)廣泛支持,充分借助社會(huì)資源共同參與,齊抓共管,實(shí)現(xiàn)真正意義上的交通安全管理。
[Abstract]:The Road Traffic Safety Law of the people's Republic of China, which was put into effect on May 1, 2004, establishes the idea of socializing road traffic safety management and safety propaganda and education, and prescribes the training of motor vehicles in driving. The technical inspection of motor vehicle safety shall be socialized. It is an important reform and innovation in legislation and related regulations, and puts forward new goals and requirements for road traffic management. With the rapid development and continuous progress of the society, the socialization of traffic safety management has become an inevitable development trend. At the same time, new requirements have been put forward for highway traffic management. The socialization of traffic safety management is difficult to complete by the efforts of its own units or individuals. It is necessary for the government to turn the traffic safety management of expressway into a kind of government to guide the various social forces to improve the performance level of the management. Based on the background of the topic, this paper aims at the socialization management of highway traffic safety in Hunan Province, takes Chang-Zhang and Lei Expressway as the research model, and discusses the connotation of the socialized management of expressway traffic safety. The related theories, necessity and significance of socialized management are analyzed, and the present situation, problems and causes of socialized management of highway in Hunan Province are discussed. This paper puts forward some countermeasures to strengthen the socialized management of highway in Hunan Province. On the one hand, we should strengthen the unified leadership of the government and establish a pattern in which the whole society can jointly carry out traffic safety management. To achieve the real sense of traffic safety management.
