中等職業(yè)警察學(xué)校辦學(xué)模式與改革發(fā)展研究

【摘要】: 中等職業(yè)警察學(xué)校教育是我國警察教育事業(yè)的重要組成部分,其健康發(fā)展對于提升我國警察隊(duì)伍整體素質(zhì)和作戰(zhàn)能力具有重大意義。但是隨著中高等教育的深刻變革,國家對“學(xué)歷”教育的重視,以及院校升格、撤銷、合并的熱潮涌來,使中等職業(yè)警察學(xué)校的生存與發(fā)展陷入困境。在這樣的大環(huán)境下,按照國家中高等教育改革的方針政策要求,中等職業(yè)警察學(xué)校要全部改為警察職業(yè)教育培訓(xùn)基地,而不再面向社會招生。本人在分析我國國情和我國目前警察隊(duì)伍現(xiàn)狀的基礎(chǔ)上,產(chǎn)生了這樣的疑問:警察教育是否全部需要高學(xué)歷教育取代?中等職業(yè)警察學(xué)校辦學(xué)模式應(yīng)朝著怎樣的方向改進(jìn)?假如要生存發(fā)展,其學(xué)校內(nèi)部應(yīng)進(jìn)行怎樣的調(diào)整和改革?帶著這些疑問,筆者進(jìn)行了大量的調(diào)查,并查閱了國內(nèi)外相關(guān)文獻(xiàn)資料,進(jìn)行了較為深入細(xì)致的研究,得出如下結(jié)論:我國的國情和警察隊(duì)伍整體素質(zhì)的現(xiàn)狀告訴我們,其他行業(yè)需要中等職業(yè)技術(shù)人才,公安、司法戰(zhàn)線同樣需體格強(qiáng)健,反映機(jī)敏,精力充沛,驍勇善戰(zhàn)、雷厲風(fēng)行的實(shí)戰(zhàn)型人才。社會對人才的需求是多樣化的,那么培養(yǎng)人才的搖籃——學(xué)校也應(yīng)該是多樣化的。中等職業(yè)學(xué)校的畢業(yè)生有著高等學(xué)府畢業(yè)生不可取代的特點(diǎn)。他的專業(yè)性、職業(yè)性、技能型也許更能滿足目前我國公安、司法戰(zhàn)線對于實(shí)戰(zhàn)型人才的需求,因此,對我國中等職業(yè)警察學(xué)校的辦學(xué)模式和發(fā)展途徑應(yīng)向著中等職業(yè)教育的路子去發(fā)展,突出“職業(yè)教育”的實(shí)用型、應(yīng)用型特點(diǎn)。從而為我國警察教育的多樣化,避免一刀切、絕對化的辦學(xué)理念提供理論參考依據(jù) 本論文從五個方面闡述了我國中等職業(yè)警察學(xué)校教育應(yīng)選擇的辦學(xué)模式和改革發(fā)展途徑。第一部分緒論,介紹了本文研究的背景、研究意義和研究方法。第二部分總結(jié)了國內(nèi)外警察職業(yè)教育幾種主要的辦學(xué)模式。第三部分分析了目前我國中等職業(yè)警察教育存在的問題。主要包括: 1、辦學(xué)模式不夠明確。2、管理體制不夠合理。3、發(fā)展的戰(zhàn)略地位和作用認(rèn)識不到位。4、沒有結(jié)合地區(qū)特點(diǎn)辦出特色。5、辦學(xué)經(jīng)費(fèi)落實(shí)情況不夠到位。6、就業(yè)準(zhǔn)入制度落實(shí)不力。7、在職民警培訓(xùn)規(guī)劃不夠統(tǒng)一。8、自身發(fā)展能力和適應(yīng)能力不能滿足新形勢需要9、理論研究還不夠深入,缺乏系統(tǒng)性。第四部分探討了中等職業(yè)警察學(xué)校辦學(xué)模式改革。論文的第五部分,提出了我國中等職業(yè)警察學(xué)校教育改革與發(fā)展的一些構(gòu)思與建議,一是要提高認(rèn)識,進(jìn)一步確立中等職業(yè)警察學(xué)校教育的戰(zhàn)略地位;二是要落實(shí)政策,依法治教,加大對中等職業(yè)警察學(xué)校教育的經(jīng)費(fèi)投入;三是要加快中等職業(yè)警察學(xué)校自身教育改革,提高教育教學(xué)質(zhì)量,更好地適應(yīng)社會需求,在這一部分中,筆者著重從專業(yè)設(shè)置、課程體系構(gòu)建、教學(xué)訓(xùn)練計劃的制定、教學(xué)內(nèi)容更新、教學(xué)方法與手段創(chuàng)新、教材建設(shè)、師資隊(duì)伍建設(shè)、考試制度改革等幾方面加以論述;四是要爭取政策支持,改善生源質(zhì)量,加大就業(yè)扶持力度。
[Abstract]:Secondary vocational police school education is an important part of the police education in China. Its healthy development is of great significance to the promotion of the overall quality and operational ability of the police force in China. However, with the profound reform of the middle and higher education, the state has attached great importance to the education of "education" and the upsurge of the upgrading, revocation and merger of the colleges and universities. In such a big environment, according to the requirements of the policy and policy of the reform of higher education in the state, the secondary vocational police schools should be changed to the training base of the police vocational education, but not to the social enrolment. I am analyzing the situation of our country and the present situation of the police force in our country. On the basis of this, this question has come into question: does the police education all need to be replaced by the high degree education? In what direction should the school running mode of the secondary vocational police school be improved? If it is to survive and develop, how should it be adjusted and reformed inside the school? With these questions, I have carried out a large number of investigations and consulted the domestic and foreign phase. Close to the literature, we have carried out a more thorough and detailed study, and draw the following conclusions: the situation of our country and the status of the overall quality of the police force tell us that other industries need secondary vocational and technical personnel, public security and the judicial front also need physical strength, reflecting the smart, energetic, valiant and vigorous, practical and practical talents. The demand for talent is diversified, so the cradle of cultivating talents should also be diversified. The graduates of secondary vocational schools have the characteristics that the graduates of higher institutions can not replace. The mode and the way of development of the Secondary Vocational Police Schools in China should develop towards the secondary vocational education, and highlight the practical and application characteristics of the "Vocational Education", thus providing a theoretical reference for the diversification of the police education in China, and the avoidance of one size fits all and absolute school running ideas.
This paper expounds the mode of running school and the way of reform and development in China's Secondary Vocational Police School Education from five aspects. The first part is the introduction, introducing the background, significance and research methods of this study. The second part summarizes the main mode of running a school in the police vocational education at home and abroad. The third part analyses the present I The main problems of Secondary Vocational Police Education in China are as follows: 1, the mode of running a school is not clear.2, the management system is not reasonable.3, the strategic position and function of the development are not in place.4, the characteristic.5 is not set up with the characteristics of the region, the implementation of running funds is not enough to be in place.6, the system of employment admittance is not carried out.7, the training plan of the on-the-job police is not good. Enough unified.8, its own development ability and adaptability can not meet the needs of the new situation 9, the theoretical research is not deep enough and lack of systematicness. The fourth part discusses the reform of the school running mode of secondary vocational police. The fifth part of the paper puts forward some ideas and suggestions for the reform and development of Secondary Vocational Police Schools in China. To improve the understanding and further establish the strategic position of secondary vocational police school education; two is to implement the policy, to rule by law, to increase the investment in the secondary vocational police school education; three to speed up the education reform of the secondary vocational police schools, to improve the quality of education and teaching, to better adapt to the social needs, in this part, the pen. It is emphasized from the aspects of professional setting, curriculum system construction, teaching and training plan, teaching content renewal, teaching methods and means innovation, teaching material construction, teacher team construction, examination system reform and so on. Four, we should strive for policy support, improve the quality of students and increase the support for employment.
