【摘要】：隨著改革開放的深入和經(jīng)濟(jì)建設(shè)的快速發(fā)展，我國的流動人口大量增加，，尤其是中西部地區(qū)的外來人口離開戶籍地進(jìn)入東部經(jīng)濟(jì)較發(fā)達(dá)區(qū)域生活的數(shù)量已達(dá)到相當(dāng)?shù)囊?guī)模。人口的流動，給社會治安、計(jì)劃生育、勞力安排等工作帶來了新的問題和困難。對外來人口這么一個龐大的群體，我們尚未真正了解；外來人口的管理也跟不上形勢的變化；中國城鄉(xiāng)二元分裂的社會結(jié)構(gòu)在外來人口與當(dāng)?shù)厣鐣g劃了深深的鴻溝。在人口流動過程中，外來人口脫離了原來的社會、親族關(guān)系紐帶來到了陌生的環(huán)境，在遷入的同時不斷構(gòu)建了新的社會聯(lián)系和新的社會關(guān)系網(wǎng)，形成了各種原始的、初級的、自發(fā)的自治組織來互相聯(lián)系，去適應(yīng)新的生活。這些原始自治組織使外來人口獲得了極大的幫助。這種處于萌芽狀態(tài)的外來人口自治管理是一種值得重視的動向，本文將外來人口自治作為新的外來人口管理手段進(jìn)行詳細(xì)論述。將自治方式引入外來人口管理已經(jīng)勢在必行，而政府的引導(dǎo)支持和監(jiān)督、管理體制調(diào)整、制度規(guī)范與相關(guān)激勵措施將是外來人口實(shí)現(xiàn)成功自治的必要條件。
[Abstract]:With the deepening of reform and opening up and the rapid development of economic construction, the floating population in China has increased greatly, especially the number of migrants from the central and western regions who left their domicile to enter the eastern economically more developed regions has reached a considerable scale. Population mobility has brought new problems and difficulties to social security, family planning, and labor arrangements. We have not really understood such a large group of foreign population, the management of foreign population can not keep up with the change of the situation, and the dual social structure of China's urban and rural areas has drawn a deep gap between the foreign population and the local society. In the process of population mobility, the alien population left the original society, the kinship ties came to a strange environment, while moving in, they constantly constructed new social ties and new social networks, forming various primitive, primary, Spontaneous self-governing organizations are connected to each other to adapt to the new life. These primitive self-governing organizations have greatly helped the foreign population. This kind of autonomous management of foreign population in the embryonic state is a trend worthy of attention. This paper discusses the autonomy of foreign population as a new means of management of foreign population in detail. It is imperative to introduce autonomy into the management of foreign population, and the support and supervision of the government, the adjustment of the management system, the regulation of the system and the relevant incentive measures will be the necessary conditions for the successful autonomy of the foreign population.
