【摘要】：社會(huì)治安對(duì)個(gè)人、社會(huì)都有著切身的影響,有效提供治安服務(wù)一直是社會(huì)各界關(guān)注的問(wèn)題。本文從公共經(jīng)濟(jì)學(xué)的角度對(duì)社會(huì)治安服務(wù)問(wèn)題進(jìn)行了深入的理論分析,細(xì)化了社會(huì)治安服務(wù)的屬性,認(rèn)為社會(huì)治安服務(wù)可以分為私有私益、私有公益、公有私益、公有公益四種類(lèi)型,為社會(huì)治安服務(wù)的多方供給安排提供了理論基礎(chǔ)。同時(shí),本文還分析了現(xiàn)行社會(huì)治安服務(wù)的不同制度安排,比較不同制度安排的成效與不足,從而認(rèn)為政府安排、市場(chǎng)安排或者多中心的安排對(duì)于社會(huì)治安服務(wù)的有效供給都有作用,但其效用又都是有限的,不同類(lèi)型的社會(huì)治安服務(wù)有相對(duì)適宜的制度安排。本文還結(jié)合實(shí)際,對(duì)我國(guó)社會(huì)治安服務(wù)的市場(chǎng)化實(shí)踐(保安服務(wù))及社會(huì)治安服務(wù)的多中心實(shí)踐(社區(qū)警務(wù))進(jìn)行了剖析,就加強(qiáng)社會(huì)治安服務(wù)的有效供給提出了一些的建設(shè)性意見(jiàn)。
[Abstract]:Social security has a personal impact on individuals and society. Providing public security services effectively has always been the concern of all walks of life. From the perspective of public economics, this paper makes a deep theoretical analysis of the social security service, and then details the attributes of the social security service, and concludes that the social security service can be divided into private interest, private public good and public private benefit. The four types of public welfare provide the theoretical basis for the multi-supply arrangement of social security service. At the same time, this paper also analyzes the different institutional arrangements of the current social security service, compares the effectiveness and insufficiency of the different institutional arrangements, and concludes that the government arrangements, The market arrangement or the multi-center arrangement all have the function to the social security service effective supply, but its utility are all limited, the different social security service has the relatively suitable system arrangement. This paper also analyzes the market-oriented practice of social security service (security service) and the multi-center practice of social security service (community policing). Some constructive suggestions have been put forward to strengthen the effective supply of social security services.
