【摘要】：社會(huì)轉(zhuǎn)型在給社會(huì)治安綜合治理工作帶來諸多發(fā)展機(jī)遇的同時(shí),更意味著挑戰(zhàn)。目前,我國社會(huì)治安綜合治理工作體系的傳統(tǒng)性主要表現(xiàn)在:計(jì)劃經(jīng)濟(jì)色彩仍然較重、仍然以權(quán)威政治為組織保證、以身份制為運(yùn)轉(zhuǎn)前提。要實(shí)現(xiàn)社會(huì)治安綜合治理工作的轉(zhuǎn)型應(yīng)當(dāng)確立犯罪控制理念、政府責(zé)任理念以及開放、和諧理念。社會(huì)治安綜合治理工作的“市場化、社會(huì)化、法制化、信息化”是其工作模式實(shí)現(xiàn)現(xiàn)代化轉(zhuǎn)型的必然路徑。
[Abstract]:Social transformation brings a lot of development opportunities and challenges to the comprehensive management of public security. At present, the traditional work system of comprehensive management of social security in our country is mainly manifested in: the planned economy is still heavy, the authoritative politics is still the organizational guarantee, and the identity system is the operating premise. In order to realize the transformation of the comprehensive management of social security, the concept of crime control, the concept of government responsibility and the idea of openness and harmony should be established. The "marketization, socialization, legalization and informatization" of the comprehensive management of social security is the inevitable way to realize the modernization transformation of its work mode.
