【摘要】：渝中區(qū)公安分局從 １９９７年 ９月起，抓緊做好刑偵工作改革的前期準備工作；１９９８年４月，試行《關于改革和加強刑偵工作的實施方案》，及時調整刑偵警力布局，規(guī)范理順刑偵工作運行機制；２０００年初，撤銷原來刑警隊的建制，成立刑事警察支隊，下設９個大隊，從加強“所隊結合”和發(fā)揮基層派出所“人熟、地熟、情況熟”的優(yōu)勢的角度出發(fā)，在各派出所設立刑偵隊，，將刑偵警力向派出所延伸，新的刑偵體制正式建立。實行偵審一體化是刑偵工作發(fā)展的方向，但由于目前有關條件尚不成熟，仍采取保留預審科、偵審分離辦案的方式，本著積極穩(wěn)妥、分步實施的原則，將偵審合一的工作分為三個步驟：暫時保留預審部門；撤銷分局預審科，將預審員合并到
