上海警察的主觀責(zé)任感及其相關(guān)研究

【摘要】:公務(wù)員隊(duì)伍中如果出現(xiàn)了腐敗、貪污等行政倫理失范的現(xiàn)象,就會(huì)損害政府的形象,影響社會(huì)的正常發(fā)展,因此研究公務(wù)員的主觀責(zé)任感問(wèn)題已經(jīng)逐漸引起了學(xué)術(shù)界的注意。而警察作為政府的形象代言人和嚴(yán)格的執(zhí)法者,相較于其他行政崗位,,其行政責(zé)任更受人們的關(guān)注,他們更要體現(xiàn)公平、公正的原則,其主觀責(zé)任感的高低直接影響了行政執(zhí)法的效率、政府的形象,和人們對(duì)國(guó)家的信任。然而目前我國(guó)還鮮見(jiàn)有關(guān)警察主觀責(zé)任感的研究。 本研究的主要目的是探索公務(wù)員系統(tǒng)中警察的主觀責(zé)任感,即利用根據(jù)主觀責(zé)任感的操作性定義和影響因素自行編制的問(wèn)卷探討上海警察的主觀責(zé)任感,通過(guò)分析其與人格因素的關(guān)系,探討主觀責(zé)任感這一行政責(zé)任因素在警察研究中的理論與應(yīng)用價(jià)值。 本研究以上海警察為樣本,采用量的研究和訪談分析,研究發(fā)現(xiàn): 1、本研究自編的《主觀責(zé)任感問(wèn)卷》信度達(dá)到了可接受水平,說(shuō)明該問(wèn)卷的測(cè)驗(yàn)結(jié)果是穩(wěn)定而可靠的。《主觀責(zé)任感問(wèn)卷》具有三大因素,分別是認(rèn)知部分、問(wèn)題的原因分析和情感成分,與研究者原先的預(yù)想一致,說(shuō)明《主觀責(zé)任感問(wèn)卷》具有良好的結(jié)構(gòu)效度;而優(yōu)秀警察與普通警察在主觀責(zé)任感上的不同,說(shuō)明了問(wèn)卷具有一定的準(zhǔn)則關(guān)聯(lián)效度。 2、主觀責(zé)任感的認(rèn)知、原因理解和情感成分與各個(gè)人格因素幾乎都存在極其顯著的相關(guān),認(rèn)知方面呈正相關(guān),原因理解和情感成分則呈負(fù)相關(guān),說(shuō)明人格因素對(duì)于警察的主觀責(zé)任感的形成具有重要影響。 3、通過(guò)單因素方差檢驗(yàn),發(fā)現(xiàn)是否獲得過(guò)獎(jiǎng)勵(lì)、警種、警齡和年齡這四個(gè)因素與主觀責(zé)任感問(wèn)卷的三個(gè)因素之間有密切關(guān)系。即獲得過(guò)國(guó)家級(jí)嘉獎(jiǎng)的警察、擔(dān)任刑偵、經(jīng)偵工作的警察,工作過(guò)5年以上的警察和31歲至35歲的青壯年警察的主觀責(zé)任感的認(rèn)知和影響因素的理解更準(zhǔn)確,而情緒層面更為平和。 4、影響主觀責(zé)任感的因素包括①個(gè)人素質(zhì)高低與職能轉(zhuǎn)型的矛盾;②中國(guó)的傳統(tǒng)政治文化;③社會(huì)轉(zhuǎn)型時(shí)的道德重塑與警察執(zhí)法的嚴(yán)肅性的矛盾;④組織制度有待完善等四個(gè)方面。
[Abstract]:If there is corruption, corruption and other administrative ethics anomie in the civil service, it will damage the image of the government and affect the normal development of the society. Therefore, the study of the subjective responsibility of civil servants has gradually attracted the attention of the academic community. As the image spokesman of the government and strict law-enforcers, the police are more concerned about their administrative responsibilities than other administrative posts, and they have to embody the principles of fairness and justice. Its subjective sense of responsibility directly affects the efficiency of administrative law enforcement, the image of the government, and people's trust in the country. However, there are few researches on the subjective responsibility of police in our country. The main purpose of this study is to explore the subjective responsibility of the police in the civil service, that is, to explore the subjective responsibility of Shanghai police by using the questionnaire compiled by themselves according to the operational definition of the subjective sense of responsibility and the influencing factors. By analyzing the relationship between subjective responsibility and personality factors, this paper discusses the theoretical and applied value of subjective responsibility as an administrative responsibility factor in police research. This research takes Shanghai police as the sample, adopts the quantity research and the interview analysis, the research finds: 1. The reliability of subjective responsibility questionnaire has reached an acceptable level, which indicates that the results of the questionnaire are stable and reliable. The subjective responsibility questionnaire has three main factors, which are cognitive part. The cause analysis and emotional component of the problem are consistent with the original expectation of the researcher, which shows that the subjective responsibility questionnaire has a good structural validity, and the difference between the excellent police officers and the ordinary police officers in the subjective sense of responsibility. It shows that the questionnaire has certain criterion relevance validity. (2) Cognition of subjective responsibility, understanding of reasons and affective elements have extremely significant correlation with almost all personality factors, cognitive aspect is positively correlated, and reason understanding and affective component are negative correlation. It shows that personality factors have an important influence on the formation of police subjective responsibility. 3. Through the test of variance of single factor, it is found that there is a close relationship between the four factors of reward, police type, age and the three factors of subjective responsibility questionnaire. That is, the police officers who have been awarded national awards, who have served in criminal investigation and economic investigation, who have worked for more than five years, and who are young and middle-aged between 31 and 35 years of age, have a more accurate understanding of the subjective responsibility and factors affecting them. The emotional level is more peaceful. (4) the factors influencing subjective responsibility include: (1) contradiction between personal quality and function transformation (2) Chinese traditional political culture and (3) contradiction between moral remodeling and the seriousness of police law enforcement during social transformation; 4 the organizational system needs to be improved in four aspects.
