警務(wù)技戰(zhàn)術(shù)教師的素質(zhì)研究

【摘要】: 在新的世紀(jì)里,我國社會(huì)治安和刑事犯罪活動(dòng)與過去相比發(fā)生了很大的變化,涉槍、涉爆、綁架、劫持人質(zhì)、帶有黑社會(huì)性質(zhì)和恐怖活動(dòng)的嚴(yán)重暴力犯罪活動(dòng)日益增多,公安工作更加繁重與艱巨,對(duì)人民警察的素質(zhì)要求也更高。因此,各地公安院校為培養(yǎng)德、智、體、能全面發(fā)展,具有較高警察技能與指揮能力及法律水平、較全面的業(yè)務(wù)技能和專業(yè)基礎(chǔ)知識(shí),在警察執(zhí)法實(shí)戰(zhàn)中具有戰(zhàn)斗技能、參謀與協(xié)助指揮、戰(zhàn)術(shù)應(yīng)用等方面的指揮員,相繼開設(shè)“警務(wù)技戰(zhàn)術(shù)”系、專業(yè)等。作者通過中西方對(duì)警務(wù)技戰(zhàn)術(shù)教師素質(zhì)的研究比較,我國關(guān)于警務(wù)技戰(zhàn)術(shù)教師研究歷史的現(xiàn)狀,系統(tǒng)地闡釋、分析了警務(wù)技戰(zhàn)術(shù)教師應(yīng)當(dāng)具備的五個(gè)要件,即思想政治素質(zhì)、職業(yè)道德素質(zhì)、專業(yè)知識(shí)技能、身體素質(zhì)與法制意識(shí),并以這五個(gè)方面作為對(duì)警務(wù)技戰(zhàn)術(shù)教師素質(zhì)的基本要求。 作者試圖對(duì)警務(wù)技戰(zhàn)術(shù)教師必備素質(zhì)進(jìn)行研究,為人民警察的培養(yǎng)方向提供科學(xué)依據(jù)和前瞻性預(yù)測,對(duì)公安院校如何培養(yǎng)高水平人才,人民警察應(yīng)具備怎樣的素質(zhì)等問題的研究提供一定的參考。
[Abstract]:In the new century, great changes have taken place in public order and criminal activities in China compared with the past. Serious violent criminal activities involving guns, explosions, kidnappings, hostage-taking, triad and terrorist activities are increasing day by day. Public security work is more arduous and arduous, the quality of the people's police requirements are higher. Therefore, in order to cultivate moral, intellectual and physical integrity, local public security colleges and universities have higher police skills, command ability and legal level, more comprehensive professional skills and professional basic knowledge, and combat skills in the actual combat of police law enforcement. Commanders in the fields of staff and assistant command, tactical application, etc., have successively set up "police tactics" departments, specialties, etc. Through the comparison of Chinese and western researches on the qualities of police technical and tactical teachers, the present situation of the research history of police technical and tactical teachers in China, the author systematically explains and analyzes the five elements that police technical and tactical teachers should possess, that is, the ideological and political qualities. The quality of professional ethics, professional knowledge and skills, physical quality and legal consciousness are taken as the basic requirements for the quality of police technical and tactical teachers. The author attempts to study the necessary qualities of police technical and tactical teachers, to provide scientific basis and prospective prediction for the direction of the training of people's police, and how to cultivate high-level talents in public security colleges and universities. People's police should have what kind of quality and other issues to provide a certain reference.
