【摘要】： 城市弱勢群體在我國已經(jīng)成為一個引人注目的社會群體。由于巨大的絕對數(shù)量,城市弱勢群體的行為對社會產(chǎn)生巨大的影響。由于其弱勢的經(jīng)濟地位和社會地位,城市弱勢群體基本的生存權和話語權難以得到充分的保障。正是由于這些原因的存在,城市弱勢群體容易采取一些極端的行為來維護自身的權益。 城市弱勢群體,是指那些生存權利、話語權利不能充分得到實現(xiàn)而導致生存困難的城市居民。該群體基本權利不能得到充分保障,處境艱難,數(shù)量龐大,呈現(xiàn)出經(jīng)濟貧困、生活質(zhì)量低下、抗風險性差的特點。而這些特點正是他們走向違法犯罪道路的原因。 城市弱勢群體犯罪是指生活在城市,在身體體能、對經(jīng)濟資源的占有或者對社會權力資源的占有中的一個或幾個方面處于低于社會正常狀態(tài)之認可的不利狀態(tài),并且憑自身的力量無法改變此種狀態(tài)的社會人群所實施的侵害個人利益或社會整體利益、侵害人們最基本憐憫和正直情感的行為。引起該群體人員犯罪的原因既有社會方面的原因,也有個人方面的原因。其中社會原因又包括了經(jīng)濟因素、制度因素和文化道德因素。在個人原因方面,則主要有城市弱勢群體生理和心理兩個方面的因素。 根據(jù)引發(fā)城市弱勢群體犯罪的原因,可以從社會和個人兩個方面做出努力:一方面,可以通過對經(jīng)濟因素、制度因素、文化道德因素的改良來減小社會因素對城市弱勢群體犯罪的影響;另一方面,可以通過幫助城市弱勢群體改善身體狀況和調(diào)節(jié)心理失衡來減少個人因素對城市弱勢群體的影響,以謀求城市弱勢群體犯罪率的實際降低。
[Abstract]:Urban vulnerable groups have become a noticeable social group in our country. Because of the huge absolute number, the behavior of the urban vulnerable groups has a great impact on the society. Because of its weak economic and social status, the basic rights of existence and speech of the vulnerable groups in cities are difficult to be fully guaranteed. Because of these reasons, it is easy for the vulnerable groups to take some extreme behaviors to protect their rights and interests. Urban vulnerable group refers to those urban residents whose right of existence and discourse right can not be fully realized. The basic rights of this group can not be fully guaranteed, the situation is difficult, the quantity is huge, showing the characteristics of economic poverty, low quality of life and poor risk resistance. And these characteristics are the reason why they go to the road of illegal crime. The crime of the urban vulnerable group refers to the unfavorable condition of living in the city, in the physical fitness, in the possession of economic resources or in one or more aspects of the possession of social power resources, which is lower than the normal state of the society. And by their own strength can not change such a state of social groups to violate the interests of the individual or the overall interests of society, against the most basic compassion and integrity of people's emotional behavior. The crime of this group is caused by both social and personal reasons. Social reasons include economic factors, institutional factors and cultural and moral factors. In terms of personal reasons, there are two main physical and psychological factors of urban vulnerable groups. According to the causes of crimes committed by the urban vulnerable groups, efforts can be made from both social and personal aspects: on the one hand, through economic factors, institutional factors, The improvement of cultural and moral factors can reduce the influence of social factors on the crime of urban vulnerable groups; on the other hand, it can reduce the influence of individual factors on urban vulnerable groups by helping them to improve their physical condition and adjust their psychological imbalance. In order to seek the city vulnerable group crime rate actual reduction.
