【摘要】：消防安全服務(wù)在我國社會(huì)生活中已越來越凸顯其重要地位。人民的生命財(cái)產(chǎn)安全需要它來保障，社會(huì)經(jīng)濟(jì)發(fā)展也要有它來保駕護(hù)航。我國政府為加強(qiáng)消防安全工作還提出了“責(zé)任重于泰山”的口號(hào)。但是我國消防安全服務(wù)的現(xiàn)狀卻不容樂觀。近年來我國火災(zāi)各項(xiàng)指數(shù)不斷增長。雖然我國政府對(duì)消防的投入逐年加大，但現(xiàn)實(shí)效果卻不理想。如何有效提供消防安全服務(wù)成為擺在我們面前的一項(xiàng)重要任務(wù)。 本文依據(jù)公共物品理論，在分析消防安全服務(wù)的準(zhǔn)公共物品特性及供給途徑基礎(chǔ)上，探索如何在我國經(jīng)濟(jì)轉(zhuǎn)型條件下有效提供消防安全服務(wù)的思路。重點(diǎn)以目前消防安全服務(wù)中出現(xiàn)的兩種多元化模式——社區(qū)消防服務(wù)和消防中介服務(wù)為例，探討消防安全服務(wù)有效供給的途徑，最大限度地促進(jìn)全社會(huì)消防安全環(huán)境的改善，保障人民生命和財(cái)產(chǎn)的安全。 文共分五個(gè)部分，第一部引言，提出消防安全服務(wù)的重要性及消防安全服務(wù)有效供給的意義；第二部分公共物品及其供給，簡要闡述了公共物品相關(guān)概念和理論，作為對(duì)消防安全服務(wù)進(jìn)一步分析的基礎(chǔ)；第三部分我國消防安全服務(wù)供給分析，依據(jù)前一部分的公共物品理論，對(duì)消防安全服務(wù)屬性進(jìn)行分析，并在對(duì)我國消防安全服務(wù)存在的問題及其原因進(jìn)行分析的基礎(chǔ)上，提出我國消防安全服務(wù)有效供給的總體思路；第四部分、第五部分進(jìn)一步分析我國消防安全服務(wù)有效供給的兩種具體思路：社區(qū)消防和消防中介。其中，第四部分介紹社區(qū)消防管理的模式及其特點(diǎn)，并對(duì)貴陽市社區(qū)消防進(jìn)行了分析；第五部分探討了消防中介組織的重要性和可行性，并介紹了貴州省消防中介組織發(fā)展情況；第六部分結(jié)語，總結(jié)我國消防安全服務(wù)供給不足的結(jié)癥和有效供給的具體思路。
[Abstract]:Fire safety service has become more and more important in the social life of our country. The safety of people's life and property needs to be protected, and social and economic development should be accompanied by it. In order to strengthen fire safety, our government also put forward the slogan of "responsibility is more important than Tai Shan". But the present situation of fire safety service in our country is not optimistic. In recent years, the fire index in China has been increasing. Although our government's investment in fire protection is increasing year by year, the actual effect is not ideal. How to provide fire safety service effectively becomes an important task in front of us. Based on the theory of public goods and on the basis of analyzing the characteristics of quasi-public goods and the supply ways of fire safety service, this paper explores how to effectively provide fire safety service under the condition of economic transformation in our country. Taking two diversified modes of fire safety service, community fire service and fire intermediary service, as an example, the paper discusses the ways of effective supply of fire safety service and promotes the improvement of the fire safety environment of the whole society to the maximum extent. To ensure the safety of people's lives and property. The paper is divided into five parts: the first part is the introduction, the importance of the fire safety service and the significance of the effective supply of the fire safety service, the second part of the public goods and their supply, briefly describes the concept and theory of public goods, As the basis of further analysis of fire safety service, the third part of the analysis of fire safety service supply, according to the former part of the theory of public goods, the fire safety service attributes are analyzed. On the basis of analyzing the problems and reasons of fire safety service in our country, the paper puts forward the general idea of effective supply of fire safety service in our country. The fifth part further analyzes the two concrete ideas of effective supply of fire safety service in China: community fire fighting and fire fighting intermediary. Among them, the fourth part introduces the mode and characteristics of community fire control management, and analyzes the community fire control in Guiyang city, the fifth part discusses the importance and feasibility of fire fighting intermediary organization. It also introduces the development of fire control intermediary organizations in Guizhou province and the conclusion of the sixth part summarizes the concrete ideas of insufficient supply of fire safety services and effective supply in our country.
