【摘要】：2010年,中共中央、國(guó)務(wù)院發(fā)布了《關(guān)于加大統(tǒng)籌城鄉(xiāng)發(fā)展力度進(jìn)一步夯實(shí)農(nóng)業(yè)農(nóng)村發(fā)展基礎(chǔ)的若干意見(jiàn)》(中發(fā)[2010]1號(hào)),其中首次使用了“新生代農(nóng)民工”這一概念。近年來(lái),隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展以及人口流動(dòng)的日益頻繁,“新生代農(nóng)民工”作為農(nóng)民工隊(duì)伍的中堅(jiān)力量,對(duì)城市社會(huì)經(jīng)濟(jì)生活的作用日臻凸顯,已經(jīng)逐步成為城市人口結(jié)構(gòu)的重要組成部分。而當(dāng)前我國(guó)又正處于經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整的關(guān)鍵時(shí)期,新生代農(nóng)民工犯罪問(wèn)題以及為整個(gè)城市發(fā)展乃至社會(huì)政治穩(wěn)定帶來(lái)的消極影響,成為各類社會(huì)矛盾積聚爆發(fā)的縮影,越來(lái)越引起社會(huì)各界的廣泛關(guān)注。本文中,筆者將以上海市普陀區(qū)為例,從新生代農(nóng)民工群體的形成及其犯罪問(wèn)題的產(chǎn)生背景入手,綜合運(yùn)用問(wèn)卷調(diào)查法、文獻(xiàn)研究法、個(gè)案分析法、比較分析法等分析方法,全面剖析新生代農(nóng)民工犯罪問(wèn)題的現(xiàn)狀,并運(yùn)用心理學(xué)、社會(huì)學(xué)理論對(duì)這一現(xiàn)象的成因進(jìn)行分析,在此基礎(chǔ)上充分借鑒西方發(fā)達(dá)國(guó)家及我國(guó)部分省市的探索試點(diǎn),初步提出有效預(yù)防和遏制新生代農(nóng)民工犯罪問(wèn)題的對(duì)策。
[Abstract]:In 2010, the CPC Central Committee and the State Council issued several opinions on strengthening the overall development of urban and rural areas to further strengthen the foundation of agricultural rural development (Zhongfa [2010] No.1), in which the concept of "the new generation of migrant workers" was used for the first time. In recent years, with the continuous development of economy and society and the increasing frequency of population flow, "the new generation of migrant workers", as the backbone of migrant workers, has become more and more important to the social and economic life of the city. It has gradually become an important part of the urban population structure. At present, our country is in the transition of the mode of economic development, the key period of the optimization and adjustment of the industrial structure, the crime problem of the new generation of migrant workers and the negative impact on the development of the whole city and even the social and political stability. It has become a microcosm of the accumulation and outbreak of various kinds of social contradictions, and has attracted more and more attention from all walks of life. In this paper, the author will take Putuo District of Shanghai as an example, starting with the formation of the new generation of migrant workers and the background of their criminal problems, comprehensively using the methods of questionnaire, literature research, case analysis, comparative analysis, etc. This paper comprehensively analyzes the present situation of the crime problem of the new generation of migrant workers, and analyzes the causes of this phenomenon by using psychological and sociological theories. On this basis, it fully draws lessons from the pilot exploration of western developed countries and some provinces and cities of our country. The countermeasures to prevent and curb the crimes of the new generation of migrant workers are put forward.
