【摘要】： 國(guó)際恐怖主義犯罪是當(dāng)今世界的一大公害，被喻為“政治瘟疫”，此類犯罪是指為了實(shí)現(xiàn)某種政治目的，由個(gè)人、集團(tuán)或國(guó)家通過(guò)暴力、脅迫等手段制造恐懼以影響公眾情緒，，以求影響國(guó)家、政府內(nèi)外政策的具有涉外因素的犯罪行為。其產(chǎn)生、發(fā)展、演變有其深刻的政治、歷史、文化、經(jīng)濟(jì)、宗教、民族等多方面的原因。民族矛盾、種族沖突和宗教問(wèn)題是當(dāng)今世界導(dǎo)致恐怖主義犯罪的最主要原因；當(dāng)今世界許多國(guó)家的恐怖活動(dòng)猖獗，與其軍火管制方面存在的疏漏是分不開(kāi)的；大國(guó)主義、霸權(quán)主義特別是一些大國(guó)實(shí)行的國(guó)家戰(zhàn)略以及南北經(jīng)濟(jì)差距的拉大，導(dǎo)致的富國(guó)越富，弱國(guó)越弱，這些政治、經(jīng)濟(jì)以及意識(shí)形態(tài)等方面的問(wèn)題，是導(dǎo)致國(guó)際恐怖主義犯罪的根本原因。打擊和遏制國(guó)際恐怖主義犯罪，必須加強(qiáng)國(guó)際合作，建立高效的國(guó)際法機(jī)制，對(duì)其進(jìn)行多元性的綜合防治。
[Abstract]:The crime of international terrorism is a major public hazard in the world today, and it is called "political plague". This kind of crime means that in order to achieve a certain political goal, individuals, groups or countries create fear by means of violence, coercion and other means to influence public sentiment. In order to influence the state, the internal and external policies of the foreign factors of criminal acts. Its emergence, development and evolution have profound political, historical, cultural, economic, religious, national and other reasons. Ethnic contradictions, ethnic conflicts and religious problems are the main causes of terrorist crimes in today's world; the rampant terrorist activities in many countries in the world today are inseparable from the loopholes in their arms control; and authoritarianism, Hegemonism, especially the national strategy adopted by some major powers and the widening economic gap between the North and the South, has led to the richer rich countries and weaker weak countries. These political, economic and ideological problems, It is the root cause of the crime of international terrorism. To combat and contain the crime of international terrorism, it is necessary to strengthen international cooperation, establish an efficient mechanism of international law, and carry out pluralistic comprehensive prevention and treatment.
