【摘要】： “安而不忘危,治而不忘亂,存而不忘亡”,這是中國歷史上治國安邦最重要的經(jīng)驗(yàn)。近年來,國際范圍內(nèi)公共安全事件不斷發(fā)生,各種危害公共安全的因素不斷積累和爆發(fā),危害公共安全的事件不斷出現(xiàn),無論是發(fā)生的頻率還是造成的危害性,均呈現(xiàn)明顯的上升趨勢。我國也無例外。隨著一些重大公共安全事件的頻繁發(fā)生,尤其是2003年“非典”以來,以公共衛(wèi)生安全為突破口,對公共安全問題的關(guān)注日益增多。對執(zhí)政的中國共產(chǎn)黨來說,公共安全以其特殊的功能和地位,深刻影響著執(zhí)政的基礎(chǔ)、環(huán)境、內(nèi)容、方式和效果。黨對公共安全問題的觀察、思考過程中,逐漸形成了比較系統(tǒng)的看法和觀點(diǎn),形成了一定的公共安全觀,它對一國公共安全狀態(tài)以及公共安全戰(zhàn)略目標(biāo)的選擇具有決定性意義。 論文試圖運(yùn)用文獻(xiàn)查閱、數(shù)據(jù)搜集、案例分析等方法,分析公共安全觀的一般理論問題,梳理黨關(guān)于公共安全觀的歷史脈絡(luò),研究當(dāng)前黨的公共安全觀的時(shí)代特色,并在此基礎(chǔ)上為公共安全實(shí)踐提供參考。 論文分三個(gè)部分對中國共產(chǎn)黨的公共安全觀問題進(jìn)行探討。第一部分在闡述安全與公共安全定義和性質(zhì)的基礎(chǔ)上,提出公共安全觀的內(nèi)涵與基本內(nèi)容,分析黨的公共安全觀對黨執(zhí)政的重要意義;第二部分梳理三代領(lǐng)導(dǎo)核心關(guān)于公共安全問題的論述,形成黨的公共安全觀發(fā)展的歷史脈絡(luò);第三部分闡述我國當(dāng)前的公共安全形勢,并對新一代領(lǐng)導(dǎo)集體的公共安全觀的時(shí)代特色進(jìn)行歸納,以此為指導(dǎo),提出我國公共安全的構(gòu)建策略。
[Abstract]:This is the most important experience in Chinese history. In recent years, public safety events have occurred continuously in the international scope, various factors that endanger public safety have been accumulated and erupted, and incidents that endanger public safety have appeared constantly, no matter the frequency of occurrence or the harmfulness caused by it. All showed an obvious upward trend. China is no exception. With the frequent occurrence of some important public safety events, especially since SARS in 2003, the public health safety has been the breakthrough point, and the attention to the public safety has been increasing day by day. For the ruling Communist Party of China, public security, with its special function and status, deeply influences the foundation, environment, content, method and effect of ruling. During the process of the Party's observation and thinking on the public safety problems, it has gradually formed a more systematic view and a certain public security view, which is of decisive significance to the state of a country's public security and the choice of its strategic goal. This paper attempts to analyze the general theoretical problems of the public security concept by using the methods of literature review, data collection, case analysis, and to sort out the historical context of the Party's view on public security, and to study the characteristics of the times of the Party's public security concept. And on this basis for the public safety practice to provide a reference. The thesis is divided into three parts to discuss the public security view of the Communist Party of China. The first part, based on the definition and nature of security and public safety, puts forward the connotation and basic content of public security concept, and analyzes the important significance of the party's public safety concept to the Party's ruling power. The second part combs the three generations of leadership core on public safety issues, forms the historical context of the development of the Party's concept of public security; the third part describes the current situation of public security in China. The paper sums up the characteristics of the new generation of collective leaders' view of public security and puts forward the construction strategy of our country's public security under the guidance of the new generation of collective leaders.
