【摘要】： 恐怖劫持活動(dòng)作為恐怖分子慣用的一種恐怖手段,在全球范圍內(nèi)造成的危害日益嚴(yán)重。當(dāng)前,因綁架與劫持引起的人質(zhì)危機(jī)事件嚴(yán)重影響著社會(huì)公共安全,對(duì)社會(huì)造成恐慌和動(dòng)蕩,這不僅成為公眾關(guān)注的焦點(diǎn),同時(shí)也是各國(guó)政府必須面對(duì)的嚴(yán)峻現(xiàn)實(shí)。 長(zhǎng)期以來(lái),由于社會(huì)制度和國(guó)情不同,中國(guó)誘發(fā)恐怖活動(dòng)的因素相對(duì)較少,國(guó)際恐怖主義對(duì)中國(guó)的影響和沖擊相對(duì)較小。但近年來(lái),世界重大恐怖襲擊事件的不斷發(fā)生和新疆20世紀(jì)90年代反恐怖、反分裂斗爭(zhēng)給我們敲響了警鐘:中國(guó)絕非遠(yuǎn)離恐怖活動(dòng)的“安全島”。 21世紀(jì),在世界全球化發(fā)展趨勢(shì)下,如何應(yīng)對(duì)恐怖劫持犯罪活動(dòng),已是各國(guó)急待解決的重要課題。在我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)條件下,加強(qiáng)反恐怖劫持應(yīng)急指揮理論與實(shí)踐的研究,是公安工作為適應(yīng)社會(huì)治安狀況和國(guó)際反恐怖斗爭(zhēng)形勢(shì)不斷變化引發(fā)的一種新的警務(wù)工作的需求,也是應(yīng)急警務(wù)在公安實(shí)踐工作中,比重和地位不斷提升的背景下的必然要求。目前,國(guó)內(nèi)反恐怖劫持應(yīng)急指揮的理論研究與公安警務(wù)實(shí)踐差距很大,在應(yīng)急指揮實(shí)踐中產(chǎn)生了一些亟待解決的問(wèn)題,如建立高效的應(yīng)急警務(wù)處置系統(tǒng);樹立多部門、多警種聯(lián)合作戰(zhàn)的橫向指揮意識(shí);加強(qiáng)臨場(chǎng)處置的應(yīng)變能力和運(yùn)用科技、信息手段的系統(tǒng)培訓(xùn)和鍛煉;加強(qiáng)應(yīng)有的現(xiàn)代警務(wù)知識(shí)以及對(duì)恐怖劫持犯罪等危機(jī)警務(wù)的應(yīng)急演練等等�？植澜俪謶�(yīng)急指揮屬于公安危機(jī)警務(wù)活動(dòng)范疇,本論文研究的主題是公安機(jī)關(guān)應(yīng)急警務(wù),主要內(nèi)容是狹義的恐怖劫持事件應(yīng)急指揮。研究思路和方法主要是結(jié)合國(guó)內(nèi)外反恐怖斗爭(zhēng)的形勢(shì),前瞻未來(lái),根據(jù)社會(huì)公共安全危機(jī)的內(nèi)涵,結(jié)合公安應(yīng)急警務(wù)實(shí)踐,建立健全反恐怖應(yīng)急警務(wù)觀念和意識(shí),構(gòu)建高效的應(yīng)急警務(wù)領(lǐng)導(dǎo)和指揮機(jī)制,明確反恐隊(duì)伍基本的戰(zhàn)斗素養(yǎng),探索建立應(yīng)急指揮理論體系的思路,切實(shí)提高公安機(jī)關(guān)反恐怖實(shí)戰(zhàn)能力和實(shí)踐水平,我們認(rèn)為,這是建立應(yīng)急指揮理論體系的關(guān)鍵所在,也是實(shí)踐中需要迫切解決的重要環(huán)節(jié)。 本論文存在的問(wèn)題和不足:由于對(duì)實(shí)踐情況調(diào)研不全面,缺乏實(shí)踐經(jīng)驗(yàn),加之我國(guó)境內(nèi)至今還沒(méi)有發(fā)生過(guò)大規(guī)模的恐怖劫持事件,所以對(duì)恐怖劫持基本問(wèn)題研究還較淺薄,在處置和應(yīng)急指揮方面,盡管借鑒和參考了國(guó)外的經(jīng)驗(yàn)和做法,提出了自己的見(jiàn)解和觀點(diǎn),但未必符合我國(guó)的實(shí)際情況。對(duì)恐怖劫持應(yīng)急指揮預(yù)案的實(shí)戰(zhàn)模擬演練的設(shè)計(jì)也有待實(shí)踐的檢驗(yàn)。 論文分為兩部分,第一部分為專題研究,在這一部分中,立足實(shí)際,從多方面闡述了恐怖劫持活動(dòng)的成因、特點(diǎn)及表現(xiàn)形式,結(jié)合當(dāng)前反恐怖斗爭(zhēng)形勢(shì),在全球化背景下,分析我國(guó)可能發(fā)生恐怖劫持活動(dòng)的諸多因素,防患于未然。在恐怖劫持應(yīng)急指揮方面,針對(duì)目前國(guó)際社會(huì)解決恐怖劫持活動(dòng)的基本原則,提出了我國(guó)反恐怖劫持的戰(zhàn)略目標(biāo)和戰(zhàn)術(shù)要求,在此基礎(chǔ)上構(gòu)建了我國(guó)恐怖劫持應(yīng)急指揮系統(tǒng)和程序。 第二部分為恐怖劫持應(yīng)急指揮實(shí)戰(zhàn)模擬預(yù)案設(shè)計(jì)與實(shí)施。通過(guò)對(duì)應(yīng)急預(yù)案的含義、作用、內(nèi)容、分類等基本問(wèn)題的研究,提出了恐怖劫持應(yīng)急指揮預(yù)案的要素和制定步驟,設(shè)計(jì)了預(yù)案模擬演練的基本程序和要求。
[Abstract]:As a terrorist means used by terrorists, terrorist hijacking is becoming more and more serious in the world. At present, the hostage crisis caused by kidnapping and hijacking has seriously affected social public security, and caused panic and turbulence to the society. It is not only the focus of public concern, but also the need of governments. The grim reality of the right.
For a long time, because of the different social system and national conditions, there are relatively few factors to induce terrorist activities in China, and the impact and impact of international terrorism on China are relatively small. However, in recent years, the world's major terrorist attacks and the Anti Terror in Xinjiang in 1990s have rounded the alarm to us: China is not far from far away. "Safety island" from the terrorist activities.
In twenty-first Century, under the global trend of globalization, how to cope with the terrorist hijacking activities is an important issue for all countries to solve. Under the conditions of socialist market economy in China, the research on strengthening the theory and practice of anti terrorist hijacking emergency command is to keep the public security work in order to adapt to the situation of public security and the international anti terrorist struggle. The demand of a new police work caused by the change is also the inevitable requirement of the emergency policing in the public security practice. At present, the gap between the theoretical research of the anti terrorist hijacking emergency command in China and the police practice is very large, and some urgent problems are produced in the emergency command practice. For example, the establishment of an efficient emergency police disposal system, the establishment of multiple departments, the horizontal command consciousness of multi police joint operations, the strengthening of the contingency ability of the disposal and the application of science and technology, the systematic training and exercise of information means, the strengthening of the proper knowledge of modern policing and the emergency rehearsal of the crisis police, such as the crime of terrorist hijacking, etc.. Emergency command belongs to the public security crisis police activities category. The main theme of this paper is the emergency policing of the public security organs. The main content is the emergency command of the terrorist hijacking in the narrow sense. The research ideas and methods are mainly based on the situation of the anti terrorist struggle both at home and abroad, looking forward to the future, according to the connotation of the public security crisis and the emergency response to the public security emergency. The police practice, establish and improve the concept and consciousness of anti terrorist emergency policing, construct the efficient emergency police leadership and command mechanism, clear the basic combat accomplishment of the counter-terrorism team, explore the idea of establishing the emergency command theory system, and effectively improve the anti terrorist actual combat ability and practice level of the public security organs. We believe that this is the establishment of emergency command theory. The key to the system is also an important step to be solved urgently in practice.
The problems and shortcomings in this paper are: because of the lack of comprehensive research on practice, lack of practical experience, and there has not been a large scale of terrorist hijacking in China until now, the research on the basic problems of terrorist hijacking is relatively shallow. In the aspects of disposal and emergency command, the experience and practice of foreign countries are referred and referred to. It is not necessarily in accordance with the actual situation of our country, but the design of the actual combat simulation training for the emergency command plan for terrorist hijacking is also to be tested in practice.
The thesis is divided into two parts. The first part is a special study. In this part, the causes, characteristics and forms of terrorist hijacking are expounded from many aspects. In the context of the current anti terrorist struggle, many factors of possible terrorist hijacking in our country are analyzed in the context of globalization. On the basis of the basic principles of solving terrorist hijacking in the international community, the strategic objectives and tactical requirements of our country's anti terrorist hijacking are put forward, and on this basis, the emergency command system and procedures for terrorist hijacking in China are constructed.
The second part is the design and implementation of the real battle simulation plan for the terrorist hijacking emergency command. Through the research on the basic problems of the meaning, function, content and classification of emergency preparedness, the elements and steps of the terrorist hijacking emergency command plan are put forward, and the basic procedures and requirements of the pre plan simulation drill are designed.
