【摘要】： 公安民警教育訓(xùn)練是提高公安民警的業(yè)務(wù)技能及綜合素質(zhì)的有效手段,這已成為全國各級公安部門的普遍共識。因此,公安民警教育訓(xùn)練的正規(guī)化建設(shè)成為公安機(jī)關(guān)隊伍正規(guī)化建設(shè)的重要環(huán)節(jié)。公安部十分重視公安民警教育訓(xùn)練工作,把各地市的公安民警教育訓(xùn)練正規(guī)化建設(shè)情況作為各地市公安機(jī)關(guān)正規(guī)化建設(shè)是否達(dá)標(biāo)的一項重要考核內(nèi)容。2007年大慶市公安局作為黑龍江省唯一一家地市公安局參加全國50家正規(guī)化建設(shè)示范性地市公安局的評選。大慶市人民警察學(xué)校作為大慶市公安局的公安民警教育訓(xùn)練基地,如何適應(yīng)大慶市公安局新警務(wù)體制改革的需要,擺脫多年學(xué)歷教育的束縛,加強(qiáng)學(xué)校的在職公安民警教育訓(xùn)練工作,真正使公安民警教育訓(xùn)練貼近公安一線工作實際,徹底解決工訓(xùn)矛盾,全面實現(xiàn)公安民警教育訓(xùn)練工作的正規(guī)化建設(shè),是大慶市人民警察學(xué)校當(dāng)前和未來面臨的中心工作,也是學(xué)校高度重視的研究課題。 本論文總結(jié)了當(dāng)前國內(nèi)外公安民警教育訓(xùn)練工作的成效得失、經(jīng)驗教訓(xùn),結(jié)合大慶市公安局警務(wù)新體制改革的特點,以及當(dāng)前大慶市公安民警教育訓(xùn)練工作中存在的突出問題,按照公安民警教育訓(xùn)練工作的整體指導(dǎo)思想,從公安民警教育訓(xùn)練的原則、制度、保障、目標(biāo)、模式、內(nèi)容、標(biāo)準(zhǔn)、方法、質(zhì)量九個方面的正規(guī)化建設(shè)進(jìn)行了全面和詳細(xì)的闡述,初步形成了學(xué)校公安民警教育訓(xùn)練正規(guī)化建設(shè)的基本框架。通過正規(guī)化建設(shè)的研究,加快學(xué)校實現(xiàn)公安民警教育訓(xùn)練工作的正規(guī)化建設(shè),初步達(dá)到原則指導(dǎo)、制度規(guī)范,保障有力,目標(biāo)明確,模式先進(jìn),內(nèi)容實際,標(biāo)準(zhǔn)嚴(yán)格,方法新穎,質(zhì)量保證的要求,促進(jìn)學(xué)校公安民警教育訓(xùn)練工作步入正規(guī)化建設(shè)的軌道,為提高大慶市公安民警的素質(zhì)和公安隊伍的戰(zhàn)斗力做貢獻(xiàn)。
[Abstract]:Public security police education and training is an effective means to improve the professional skills and comprehensive quality of the police, which has become a common understanding of the public security departments at all levels of the country. Therefore, the regularization of police education and training has become an important link in the regularization of public security organs. The Ministry of Public Security attaches great importance to the education and training of public security police. The regularization of public security police education and training in all prefectures and cities is regarded as an important assessment for the regularization of public security organs in each prefecture and city. In 2007 Daqing Public Security Bureau was the only prefectural and municipal public security bureau in Heilongjiang Province. Participate in the national 50 regularization construction demonstration city public security bureau's selection. The Daqing people's Police School, as the base of the police education and training of Daqing Public Security Bureau, how to adapt to the needs of the new police system reform of Daqing Public Security Bureau and get rid of the bondage of many years of academic education, To strengthen the education and training of on-the-job public security police in schools, to make the education and training of public security police really close to the reality of the first line of public security work, to thoroughly resolve the contradiction between work and training, and to comprehensively realize the regularization of the training of public security police education and training. It is the central work of Daqing people's Police School at present and in the future, and it is also the research subject that the school attaches great importance to. This paper summarizes the success and loss of the current public security police education and training work at home and abroad, experiences and lessons, combined with the characteristics of the new police system reform of Daqing Public Security Bureau, and the outstanding problems existing in the current public security police education and training work in Daqing City. According to the overall guiding ideology of public security police education and training, from the principles, systems, guarantees, objectives, models, contents, standards and methods of public security police education and training, The construction of regularization in nine aspects of quality is expounded in detail and the basic frame of regularization construction of school police education and training is formed. Through the study of regularization construction, we should speed up the regularization construction of public security police education and training work in schools, and initially achieve the principle guidance, system standard, strong guarantee, clear goal, advanced model, practical content and strict standard. Methods to promote the school police education and training into the track of regularization construction, and to contribute to the improvement of the quality of the police and the combat effectiveness of the police in Daqing city.
