【摘要】： “社區(qū)警務(wù)”一詞，近年來被日益頻繁地使用在公安理論界和公安實(shí)踐部門。社區(qū)警務(wù)是歐美各國(guó)警察自二十世紀(jì)八十年代所興起的一種改革方式。它的核心是理性化，即在警務(wù)裝備現(xiàn)代化之后，面對(duì)日益增長(zhǎng)的犯罪而進(jìn)行的返樸歸真、追求傳統(tǒng)的改革。社區(qū)警務(wù)不是一種方法，不是一種警務(wù)方式，而是一種理念，一種警察哲學(xué)。 關(guān)于社區(qū)警務(wù)，無論從概念層面還是操作層面國(guó)內(nèi)學(xué)者見仁見智，尚未形成統(tǒng)一的觀點(diǎn)。根據(jù)我國(guó)具體國(guó)情，社區(qū)警務(wù)建設(shè)又是十分迫切，急需進(jìn)行的系統(tǒng)工程。要建設(shè)成功的社區(qū)警務(wù)，須在理論上嚴(yán)密探討，得出科學(xué)結(jié)論；在警務(wù)實(shí)踐中，認(rèn)真履行，真正做到實(shí)處。 在具體警務(wù)工作中，落實(shí)社區(qū)警務(wù)建設(shè)，一方面需要借鑒國(guó)外已經(jīng)實(shí)行多年，，被證明是有效的方式方法，另一方面，又要結(jié)合中國(guó)和本地區(qū)的實(shí)際情況，具體問題具體分析，找到適合我國(guó)及本地區(qū)社區(qū)警務(wù)建設(shè)的科學(xué)方法，發(fā)揚(yáng)黨的優(yōu)良傳統(tǒng)，真正實(shí)現(xiàn)警務(wù)人員全心全意為人民服務(wù)的神圣宗旨。
[Abstract]:In recent years, the term "community policing" has been used more and more frequently in the field of public security theory and public security practice.Community policing is a kind of reform of police in Europe and America since 1980's.The core of it is rationalization, that is, after the modernization of police equipment, facing the increasing crime and returning to the original, it pursues the traditional reform.Community policing is not a method, not a police way, but an idea, a police philosophy.On community policing, whether from the concept level or the operational level, domestic scholars have not formed a unified view.According to the specific conditions of our country, the community policing construction is very urgent and urgently needed to carry out systematic engineering.In order to build a successful community policing, we must discuss it closely in theory and draw scientific conclusions. In the practice of police affairs, we must conscientiously carry out it and really do it in practice.In the specific police work, on the one hand, the implementation of community policing construction needs to draw lessons from foreign countries for many years and has been proved to be an effective way and method. On the other hand, it is necessary to combine the actual situation in China and local areas and analyze the specific problems concretely.To find a scientific method suitable for the construction of community policing in our country and in our region, to carry forward the fine tradition of the Party, and to truly realize the sacred aim of serving the people wholeheartedly by police personnel.
