【摘要】：天津市是我國四大直轄市之一,隨著“環(huán)渤海經(jīng)濟(jì)區(qū)”與“珠三角”和“長三角”地區(qū)并列成為推動(dòng)我國經(jīng)濟(jì)增長的三大引擎,天津市作為“環(huán)渤海經(jīng)濟(jì)區(qū)”的核心城市被國家定位為中國北方經(jīng)濟(jì)中心,天津?yàn)I海新區(qū)納入國家發(fā)展戰(zhàn)略。天津市發(fā)展區(qū)域經(jīng)濟(jì)將著力構(gòu)建京津冀、環(huán)渤海、東部沿海、三北腹地四大合作圈,加強(qiáng)彼此合作,發(fā)揮濱海新區(qū)區(qū)域發(fā)展的引擎帶動(dòng)作用。中國正處于新中國建國后的第三次犯罪高發(fā)期,犯罪問題影響了社會(huì)的和諧穩(wěn)定,對(duì)國民經(jīng)濟(jì),特別是區(qū)域經(jīng)濟(jì)的發(fā)展產(chǎn)生了阻礙和遏制。 本課題以案例分析的方法,以區(qū)域經(jīng)濟(jì)發(fā)展理論和犯罪學(xué)的相關(guān)理論為指導(dǎo),具體研究天津市在區(qū)域經(jīng)濟(jì)發(fā)展過程中犯罪范疇的消極因素產(chǎn)生的原因。在總結(jié)天津市社會(huì)犯罪特征的基礎(chǔ)上,提出天津市區(qū)域經(jīng)濟(jì)發(fā)展過程中對(duì)犯罪“防”和“控”的可操作性對(duì)策,即:以社區(qū)治理,社區(qū)防控和人民調(diào)解為基本思路的化解社會(huì)矛盾,改善社會(huì)環(huán)境,進(jìn)行犯罪防控的方法;建立城市治安專用視頻監(jiān)控網(wǎng)絡(luò)對(duì)違法犯罪進(jìn)行技術(shù)防控的措施;加強(qiáng)刑事科學(xué)技術(shù)工作,提高刑事案件現(xiàn)場勘驗(yàn)質(zhì)量和水平,增強(qiáng)打擊犯罪的科技手段。為天津市的區(qū)域經(jīng)濟(jì)發(fā)展創(chuàng)造良好的社會(huì)治安環(huán)境,促進(jìn)天津區(qū)域經(jīng)濟(jì)的順利發(fā)展并發(fā)揮區(qū)域發(fā)展的帶動(dòng)作用,同時(shí)促進(jìn)天津市社會(huì)、政治、人文的整體健康發(fā)展。
[Abstract]:Tianjin is one of the four municipalities directly under the Central Government of China. With the "Bohai Rim Economic Zone" and the "Pearl River Delta" and "Yangtze River Delta" regions juxtaposing, Tianjin has become the three major engines of economic growth in China.As the core city of "Bohai Sea Rim Economic Zone", Tianjin is regarded as the economic center of northern China, and Tianjin Binhai New area is brought into the national development strategy.The development of regional economy in Tianjin will focus on the construction of four cooperation circles, namely, Beijing-Tianjin-Hebei, the Bohai Sea, the eastern coast, and the three northern hinterlands, to strengthen the cooperation between each other and give play to the driving role of the regional development of Binhai New area.China is in the third period of high incidence of crime after the founding of the people's Republic of China. The problem of crime has affected the social harmony and stability and hindered and restrained the development of the national economy, especially the regional economy.Under the guidance of the theory of regional economic development and the relevant theories of criminology, this paper studies the causes of the negative factors of crime category in the process of regional economic development in Tianjin.On the basis of summing up the characteristics of social crime in Tianjin, this paper puts forward the operable countermeasures of preventing and controlling crime in the process of regional economic development in Tianjin, that is, to manage the crime by community.Community prevention and control and people's mediation as the basic ideas to resolve social contradictions, improve the social environment, crime prevention and control methods, the establishment of urban public security special video surveillance network for the technical prevention and control of crime measures;Strengthen the work of criminal science and technology, improve the quality and level of on-the-spot investigation of criminal cases, and strengthen the scientific and technological means to crack down on crime.To create a good social security environment for the development of Tianjin's regional economy, to promote the smooth development of Tianjin's regional economy and to play a leading role in regional development, and at the same time to promote the overall healthy development of Tianjin's society, politics and humanities.
