【摘要】：廣西壯族自治區(qū)地處西南邊陲,南部毗鄰越南,中越陸地邊界線長(zhǎng)1449.566公里,其中廣西段為696.125公里。由于特殊的地理環(huán)境,兩國(guó)之間人員和貿(mào)易往來(lái)頻繁,這為毒品犯罪盛行的越南向境外走私毒品提供了極大的便利。隨著中國(guó)——東盟自由貿(mào)易區(qū)的建成,中越兩國(guó)之間的交流進(jìn)一步加強(qiáng),這更加促進(jìn)了毒品犯罪“溫床”的形成。本次調(diào)研選取了廣西南寧、桂林、百色、崇左、防城港等在涉外毒品犯罪領(lǐng)域較有代表性的地區(qū)進(jìn)行實(shí)地考察,通過(guò)走訪、搜集整理卷宗等方式得出：本區(qū)由于經(jīng)濟(jì)落后、毒品消費(fèi)市場(chǎng)廣闊且受毒品文化蔓延等因素的影響,涉外毒品犯罪正呈現(xiàn)出涉案數(shù)量大、毒源多來(lái)自鄰國(guó)越南、犯罪組織嚴(yán)密、手段多樣且現(xiàn)代化等特點(diǎn)。基于此種情況,我們必須采取相應(yīng)的措施以增強(qiáng)本區(qū)的經(jīng)濟(jì)實(shí)力,提高當(dāng)?shù)厝嗣竦奈镔|(zhì)生活水平和精神文化層次,做到從根本上消除毒品犯罪的隱患。同時(shí)通過(guò)加強(qiáng)區(qū)域和國(guó)際間的禁毒合作,強(qiáng)化禁吸戒毒管理工作,提高禁毒技術(shù)的科技含量等多種手段全面打擊涉外毒品犯罪活動(dòng)。只有這樣,才能有效地遏制本區(qū)毒品犯罪持續(xù)上升的趨勢(shì),從而更好的維護(hù)社會(huì)的和諧與穩(wěn)定。
[Abstract]:The Guangxi Zhuang Autonomous Region is located in the southwest border, adjacent to South Vietnam, Vietnam land border line of 1449.566 kilometers, of which Guangxi is 696.125 kilometers. Due to the special geographical environment, between the two countries and trade, it is popular to overseas Vietnamese drug crime of smuggling drugs to provide a great convenience. With the construction of ASEAN Free Trade Chinese the bilateral exchanges between the two countries to further strengthen, it promotes the formation of drug crime "hotbed". This research chooses Guangxi Nanning, Guilin, Baise, Chongzuo, field trips, visits by representatives of the Fangchenggang area are in the foreign drug field, collecting and sorting files that: this area due to economic backwardness, drug consumption and the vast market affected by the spread of drug culture and other factors, foreign drug crime is showing a case involving a large number of poison, The source from neighbouring Vietnam, organized crime, a variety of means and modern features. Based on this situation, we must take corresponding measures to enhance the economic strength, improve local people's living standards and cultural level, to fundamentally eliminate the hidden danger of drug crime. At the same time, through the strengthening of regional cooperation in drug control and the international narcotics control work, strengthen management, improve the technology content of narcotics and other means to fight foreign drug-related crimes. Only in this way, in order to effectively curb drug crime in this area continued to rise, in order to better maintain social harmony and stability.
