【摘要】：近年來(lái),電子政務(wù)系統(tǒng)多次發(fā)生泄密事件,給社會(huì)造成重大損失,保密管理形勢(shì)異常嚴(yán)峻。我國(guó)的電子政務(wù)建設(shè)還有很多理論和實(shí)踐問(wèn)題沒(méi)有得到很好的解決,信息安全保密問(wèn)題是電子政務(wù)建設(shè)和應(yīng)用中必須解決的重大問(wèn)題之一,急需對(duì)電子政務(wù)安全保密體制和安全策略認(rèn)真研究,提出改進(jìn)建議和措施。 本文第一部分簡(jiǎn)要介紹了電子政務(wù)保密管理工作的研究背景和國(guó)內(nèi)外研究進(jìn)展情況,為以后各章做準(zhǔn)備。第二部分對(duì)電子政務(wù)和保密工作的基本知識(shí)進(jìn)行了論述,列舉了在電子政務(wù)中常見(jiàn)的泄密渠道。第三部分對(duì)衡水市電子政務(wù)保密管理工作進(jìn)行了較為詳盡分析,敘述了衡水市的管理現(xiàn)狀和在保密管理工作中采取的措施,對(duì)存在的泄密隱患和問(wèn)題進(jìn)行了總結(jié)歸納,并研究分析了存在問(wèn)題的根源。第四部分是本文重點(diǎn)。首先對(duì)衡水市電子政務(wù)保密管理工作提出具體改進(jìn)措施和現(xiàn)代信息技術(shù)在保密管理工作的運(yùn)用。其次是提出發(fā)展衡水市電子政務(wù)保密管理工作新策略。最后從宏觀(guān)的角度對(duì)發(fā)展我國(guó)電子政務(wù)保密管理工作提出改進(jìn)建議。 本文作者一直在保密部門(mén)工作,對(duì)電子政務(wù)保密管理工作進(jìn)行了深入廣泛調(diào)查了解,提出的問(wèn)題和建議均來(lái)自工作實(shí)踐,具有一定的針對(duì)性和代表性,本文的研究工作在電子政務(wù)及其他信息系統(tǒng)的安全領(lǐng)域具有一定的理論和實(shí)用價(jià)值。
[Abstract]:In recent years, there have been many leakage incidents in the E-government system, which have caused great losses to the society, and the situation of secrecy management is extremely grim. There are still many theoretical and practical problems in the construction of e-government in China that have not been solved very well. Information security and secrecy is one of the most important problems in the construction and application of e-government. It is urgent to study the security system and security strategy of e-government seriously, and put forward some suggestions and measures to improve it. The first part of this paper briefly introduces the research background and domestic and foreign research progress of electronic government security management, and makes preparations for the future chapters. The second part discusses the basic knowledge of e-government and security work. In the third part, the author makes a detailed analysis of the security management of the electronic government affairs in Hengshui City, and describes the present management situation and the measures taken in the management of the electronic government affairs in Hengshui City. The hidden dangers and problems of leak are summarized and summarized. The fourth part is the focus of this paper. Firstly, the author puts forward the concrete improvement measures and the application of modern information technology in the security management of Hengshui e-government affairs. This paper puts forward a new strategy for developing the security management of electronic government affairs in Hengshui City. Finally, it puts forward some suggestions for improving the work of developing the security management of electronic government affairs in our country from the macro point of view. The author has been working in the secret department for a long time, has carried on the thorough investigation and the understanding to the electronic government affair secrecy management work, the question and the suggestion all come from the work practice, has the certain pertinence and the representative, The research work of this paper has certain theoretical and practical value in the security field of e-government and other information systems.
