【摘要】： 我國現(xiàn)行的城鄉(xiāng)分割的二元戶籍制度形成于建國初期,當時國民經(jīng)濟處于起步階段,國家財政力量薄弱,因此國家選擇了一種適應(yīng)計劃經(jīng)濟體制的戶籍制度,以行政的手段限制人口自由遷徙,以緩解城市資源短缺的危機。在當時特定的歷史條件下,限制性的戶籍政策起到了一定的積極作用,它滿足了計劃經(jīng)濟的要求,有利于中央的統(tǒng)一管理和調(diào)控,有利于生產(chǎn)資料和勞動力的劃撥,有利于中國整體經(jīng)濟的協(xié)調(diào)。 改革開放以后,我國實行了市場經(jīng)濟體制,市場經(jīng)濟要求生產(chǎn)要素和資源的合理有效的配置,為此,限制性的戶籍制度顯得越來越不合時宜。戶籍制度的限制,直接或間接造成了我國城市化進程的滯后和農(nóng)村經(jīng)濟發(fā)展的緩慢,同時極大地阻礙了勞動力和人力資本的流動和合理配置,因此,改革現(xiàn)有的戶籍制度已成為當務(wù)之急。 本文在對現(xiàn)行戶籍制度不利影響進行闡述之后,提出要想改革現(xiàn)行戶籍制度,最重要的是要剝離戶籍背后所附加的各種社會福利,如由戶籍所導致的教育、就業(yè)和社會保障的不平等,還戶籍制度其本原功能,使其成為真正意義上的人口登記和管理制度,而不是一種隱性的福利分配制度。而要想剝離戶籍所附加的福利,就必須進行配套的財政體制改革,其中包括全國性財政體制改革和地方性財政體制改革。最后,本文對戶籍制度改革的財政配套改革方向和原則提出了一些建議。
[Abstract]:Two yuan of household registration system in China's current urban-rural formation in the early days, when the national economy at the initial stage, the financial strength is weak, so the state has chosen a planned economic system to the household registration system, with administrative means to limit the free migration of the population to alleviate the shortage of city crisis. In the specific historical time under the restriction of household registration policy has played a positive role, it satisfies the requirement of planned economy, a unified management and control to the central, there is conducive to the allocation of production and labor, is conducive to the overall coordination of China economy.
After the reform and opening up, China has implemented the system of market economy, market economy requirements of production factors and resources reasonably and efficiently, therefore, restriction of the household registration system has become more and more. Be inopportune or inappropriate restrictions on the household registration system, directly or indirectly caused by China's city urbanization lag and the rural economic development is slow, but also greatly hinder and reasonable allocation of labor and human capital, therefore, the reform of the existing household registration system has become a pressing matter of the moment.
This paper elaborates on adverse effects on the existing household registration system, put forward to reform the existing household registration system, the most important thing is to peel off all kinds of social welfare domicile behind the additional, as caused by household education, employment and social security is not equal, but also the original function of household registration system, the registration of population and the management system in the true sense, rather than a hidden welfare allocation system. In order to strip the welfare attached to the system, the reform of the financial system must be complete, including the national financial system reform and local fiscal system reform. Finally, the reform of the household registration system reform direction and finance the principle put forward some suggestions.
