【摘要】： 隨著互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展,計(jì)算機(jī)網(wǎng)絡(luò)和應(yīng)用在我國(guó)的快速普及,電子政務(wù)作為一個(gè)新生事物已經(jīng)為越來(lái)越多的公眾所了解和熟悉。相對(duì)于發(fā)達(dá)國(guó)家而言,我國(guó)的電子政務(wù)建設(shè)正處于起步階段,囿于整個(gè)社會(huì)的信息化程度不高,阻礙了電子政務(wù)在我國(guó)的快速發(fā)展。各地區(qū)、各級(jí)政府的電子政務(wù)網(wǎng)站沒(méi)有形成網(wǎng)絡(luò),各機(jī)構(gòu)、各部門之間的電子政務(wù)也沒(méi)有實(shí)現(xiàn)信息的交換與共享,不能形成具有強(qiáng)大適應(yīng)力及生命力的政務(wù)處理系統(tǒng),更無(wú)法實(shí)現(xiàn)政府與企業(yè)、公眾之間的互動(dòng)式交流與服務(wù)。但是,我們的中央政務(wù)卻十分重視我國(guó)的電子政務(wù)建設(shè),為了加快我國(guó)電子政務(wù)建設(shè)的步伐,相繼出臺(tái)了一系列的政策法規(guī)來(lái)推動(dòng)和促進(jìn)我國(guó)電子政務(wù)的發(fā)展和建設(shè)。例如國(guó)家發(fā)布了《2006——2020年信息化發(fā)展戰(zhàn)略》,在九大戰(zhàn)略重點(diǎn)中把電子政務(wù)放在第二位；制定了“十一五”電子政務(wù)整體規(guī)劃,發(fā)布了中國(guó)電子政務(wù)的總體框架等。在這種形勢(shì)下,我國(guó)的電子政務(wù)進(jìn)入了蓬勃發(fā)展階段。 出入境管理屬于中央事權(quán),是國(guó)家行政管理的一部分,必須堅(jiān)持中央事權(quán)的原則不動(dòng)搖,維護(hù)中央事權(quán)的集中和統(tǒng)一。目前,我國(guó)的出入境管理模式是在堅(jiān)持中央事權(quán)的前提下,由中央政府授權(quán)各級(jí)公安機(jī)關(guān)行使出入境管理權(quán)。那么,如何將出入境管理工作與電子政務(wù)相結(jié)合,使之相輔相成,互助互益,已經(jīng)成為全國(guó)各地公安機(jī)關(guān)出入境管理部門努力研究和探索的課題。本文通過(guò)結(jié)合遼寧省公安出入境管理實(shí)際工作,就電子政務(wù)在遼寧省公安出入境管理工作中的應(yīng)用進(jìn)行研究探討,為今后遼寧省的出入境管理工作尋求一種新思路。
[Abstract]:With the rapid development of Internet technology and the rapid popularization of computer network and application in China, E-government, as a new thing, has been known and familiar by more and more people. The construction of e-government in our country is in its infancy, because the information level of the whole society is not high, which hinders the rapid development of e-government in our country. E-government between departments has not realized the exchange and sharing of information, can not form a strong adaptive and vitality government processing system, and can not realize the interactive communication and service between government, enterprises and the public. However, our central government attaches great importance to the construction of e-government in China. In order to speed up the pace of e-government construction in China, One after another, a series of policies and regulations have been issued to promote and promote the development and construction of e-government in China. For example, the country issued the "2006-2020 Information Development Strategy", putting e-government in the second place among the nine strategic emphases. This paper formulates the overall plan of the 11th Five-Year Plan of E-government and issues the general framework of China's E-government. Under this situation, E-government in our country has entered a stage of vigorous development. The administration of entry and exit belongs to the central administration and is a part of the state administration. It is necessary to adhere to the principle of the central administration and to maintain the centralization and unity of the central administration. At present, The mode of entry and exit management in our country is to authorize the public security organs at all levels to exercise the right of entry and exit administration under the premise of insisting on the central authority. So, how to combine the work of entry and exit administration with electronic government affairs, and make it complement each other. Mutual assistance and mutual benefit have become a subject that has been studied and explored by the entry and exit administration departments of public security organs throughout the country. This paper combines the actual work of the entry and exit administration of public security agencies in Liaoning Province. This paper discusses the application of E-government in the entry and exit management of public security in Liaoning Province, and seeks a new way of thinking for the entry and exit management of Liaoning Province in the future.
