【摘要】： 外來流動人口作為一種特殊的人口現(xiàn)象是在改革開放后出現(xiàn)的,其規(guī)模逐年擴(kuò)大,對區(qū)域的影響也日益顯著,引起了各方面學(xué)者的廣泛關(guān)注。外來人口一方面為地區(qū)經(jīng)濟(jì)和社會發(fā)展做出了積極作用,另一方面對當(dāng)?shù)氐纳鐣?jīng)濟(jì)也產(chǎn)生了一些負(fù)面影響。烏魯木齊作為我區(qū)最大的、也是流動人口聚集最多的城市,改革開放以來業(yè)已吸納了區(qū)外近40萬和區(qū)內(nèi)其它地區(qū)近30多萬流動人口在烏工作、生活和發(fā)展,同時也逐漸形成了一整套行之有效的城市外口管理體系和管理模式,有力地促進(jìn)了烏魯木齊經(jīng)濟(jì)的發(fā)展、社會的穩(wěn)定和人民的安居樂業(yè)。但是,在專門針對外來流動人口的各項(xiàng)收費(fèi)制度被相應(yīng)取消,外來務(wù)工人員的本地化傾向日趨彰顯的新形勢下,如何認(rèn)真總結(jié)和積極探索一條大城市外口管理的新模式和新途徑,意義至關(guān)重大。 本文共分四章。第一章通過對外來流動人口國內(nèi)外相關(guān)理論的相關(guān)理論的表述、相關(guān)政策背景的分析以及基本概念的說明,對外來流動人口有一個整體宏觀的概念。第二章主要以烏魯木齊市外來流動人口的歷史分析、現(xiàn)狀分析以管理回顧為主線,對后續(xù)內(nèi)容的展開做一個鋪墊,并把握了特定時空的主要特征,就目前新形勢進(jìn)行展開,對外來流動人口管理的特征進(jìn)行了分析。第三章與第四章為本文的重點(diǎn)所在,第三章闡述了新形勢下烏魯木齊市外口管理所面臨的主要問題與困惑,第四章給出了相應(yīng)的對策和建議。
[Abstract]:As a special population phenomenon, the floating population appears after the reform and opening up. Its scale is expanding year by year, and the influence on the region is becoming more and more obvious. On the one hand, the foreign population has played a positive role in regional economic and social development, on the other hand, it has had some negative effects on the local social economy. Urumqi is the largest in our region. It is also the city with the largest concentration of floating population. Since the reform and opening up, it has absorbed nearly 400,000 migrants from outside the region and nearly 300,000 migrants from other areas in the region to work, live and develop in Ukraine. At the same time, it has gradually formed a set of effective management system and management model of the city's outer entrance, which has promoted the development of Urumqi economy, social stability and the people's living and working in peace and contentment. However, Under the new situation of the abolition of various charging systems specifically aimed at the migrant population and the increasingly prominent localization tendency of migrant workers, how to conscientiously sum up and actively explore a new model and new approach to the management of foreign ports in a large city, It is of great significance. This paper is divided into four chapters. The first chapter describes the relevant theories of the floating population at home and abroad, the analysis of the relevant policy background and the explanation of the basic concepts. The second chapter is mainly based on the historical analysis of the floating population in Urumqi. The present situation analysis takes the management review as the main line, and makes a foreshadowing to the following contents. The main characteristics of special space and time are grasped, and the characteristics of the management of the floating population are analyzed according to the new situation. Chapter three and Chapter 4th are the emphases of this paper. The third chapter expounds the main problems and puzzles faced by Urumqi's outside port management under the new situation, and the corresponding countermeasures and suggestions are given in Chapter 4th.
