【摘要】：近年來，我國(guó)政府先后出臺(tái)了一系列統(tǒng)籌解決人口問題的決定。2011年底，我國(guó)流動(dòng)人口已達(dá)2.3億之多，作為我國(guó)人口的重要組成部分，流動(dòng)人口面臨諸多需要迫切解決的問題。如何改革創(chuàng)新我國(guó)城市流動(dòng)人口管理工作，實(shí)現(xiàn)流動(dòng)人口有效管理和基本公共服務(wù)均等化，成為值得研究的課題。本文旨在引入公民本位的指導(dǎo)理念，通過對(duì)傳統(tǒng)城市流動(dòng)人口管理模式以及部分城市在管理工作中的有益嘗試和創(chuàng)新進(jìn)行研究，，提出建立和完善城市流動(dòng)人口管理工作的方法和途徑。 針對(duì)城市流動(dòng)人口管理問題，運(yùn)用實(shí)地調(diào)研、文獻(xiàn)研究和案例分析等研究方法對(duì)城市流動(dòng)人口管理與服務(wù)的核心問題進(jìn)行研究。首先從公民本位的管理理念入手，探討這種理念對(duì)我國(guó)城市流動(dòng)人口管理改革的優(yōu)勢(shì)，提出我國(guó)傳統(tǒng)城市流動(dòng)人口管理模式取得的經(jīng)驗(yàn)、存在的問題并進(jìn)行了原因分析；然后提出基于公民本位理念下的流動(dòng)人口管理改革目標(biāo)；再以嘉興市、上海市為實(shí)際案例，闡述了我國(guó)當(dāng)前流動(dòng)人口管理的一些有益創(chuàng)新和實(shí)踐，總結(jié)了取得的經(jīng)驗(yàn)和存在的問題；最后基于公民本位理念的指導(dǎo)，強(qiáng)調(diào)服務(wù)與保障的重要性，從法律制度、機(jī)構(gòu)設(shè)置、職權(quán)劃分、運(yùn)行機(jī)制等方面提出了城市流動(dòng)人口管理工作的改革方案。
[Abstract]:In recent years, our government has issued a series of decisions to solve the population problem as a whole. At the end of 2011, the floating population in our country has reached 230 million, which is an important part of our population. The floating population faces many problems that need to be solved urgently. How to reform and innovate the management of floating population in our country, and realize the effective management of floating population and equalization of basic public service, The purpose of this paper is to introduce the guiding concept of citizen standard, through the traditional urban floating population management model and some cities in the management of the beneficial attempt and innovation. The methods and approaches of establishing and perfecting the management of urban floating population are put forward. In view of the problem of urban floating population management, this paper studies the core problems of urban floating population management and service by means of field investigation, literature research and case analysis. This paper discusses the advantages of this concept to the reform of urban floating population management in China, and puts forward the experience, problems and causes of the traditional urban floating population management model in China. Then it puts forward the reform goal of floating population management based on the concept of citizen standard, and then takes Jiaxing City and Shanghai City as practical cases to expound some beneficial innovations and practices of the current floating population management in China. Finally, based on the guidance of the concept of citizen standard, it emphasizes the importance of service and security, from the legal system, the establishment of institutions, the division of functions and powers, Operating mechanism and other aspects of the urban floating population management reform program.
