【摘要】： 在計(jì)劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制轉(zhuǎn)軌的攻堅(jiān)階段,適應(yīng)時(shí)代要求,各地涌現(xiàn)出局部性、地區(qū)性的戶籍改革熱潮,本文正是從該背景出發(fā),即從戶籍改革現(xiàn)象入手分析當(dāng)前我國戶籍制度改革中戶籍功能的定位問題。 本文首先從我國戶籍制度管理現(xiàn)狀入手,在基本了解戶籍管理形式、職能部門、戶籍結(jié)構(gòu)、管理困難等現(xiàn)狀之后,在理順戶籍制度改革背景的前提下分析我國戶籍制度改革的現(xiàn)狀,并由此引發(fā)戶籍制度改革與戶籍制度功能兩者的關(guān)聯(lián)性即隨著改革的進(jìn)行戶籍功能也在相應(yīng)變遷,亦即我國戶籍制度改革背后戶籍功能變遷問題。本文從戶籍制度形成期、戶籍制度發(fā)展期、戶籍制度改革期三個(gè)大的歷史時(shí)段分析我國戶籍制度的發(fā)展及其在發(fā)展過程中功能的變化。在對建國以來我國戶籍制度功能變遷的瀏覽與概述基礎(chǔ)上,對我國古代戶籍制度的主要功能以及現(xiàn)代西方發(fā)達(dá)國家戶籍制度的主要功能進(jìn)行了一定的探討,二者奠定了分析我國現(xiàn)行戶籍制度功能的歷史基礎(chǔ)及借鑒對象;本文從經(jīng)濟(jì)體制、行政文化及經(jīng)濟(jì)發(fā)展水平等三個(gè)角度分析了影響戶籍制度功能發(fā)揮的因素,以明確認(rèn)識有著漫長歷史的中國其戶籍制度功能發(fā)揮的制約所在;最后,本文直面戶籍制度改革現(xiàn)象,通過正確認(rèn)識戶籍制度改革(明確戶籍制度改革的環(huán)境、改革的取向及改革的思路),最終在改革中定位我國的戶籍制度功能,從功能的最高層面、現(xiàn)實(shí)層面及功能的載體與功能實(shí)現(xiàn)的保障四個(gè)角度進(jìn)行闡述,并欲以此從價(jià)值層面指導(dǎo)現(xiàn)實(shí)世界戶籍制度改革的操作與運(yùn)行,以增強(qiáng)本文的寫作意義。
[Abstract]:In the period of transition from planned economy system to market economy system, in order to meet the needs of the times, local and regional hukou registration reform upsurge emerged in various parts of the country. This paper analyzes the orientation of household registration function in the reform of household registration system from the perspective of household registration reform. This article begins with the current situation of household registration system management in China, after the basic understanding of the household registration management form, functional departments, household registration structure, management difficulties, and so on. On the premise of straightening out the background of the household registration system reform, this paper analyzes the current situation of the household registration system reform in our country, and thus causes the relationship between the household registration system reform and the household registration system function, that is, with the reform, the household registration function is also changing correspondingly. That is, the change of household registration function behind the reform of the household registration system in China. This paper starts with the period of the formation of the household registration system, the period of the development of the household registration system, This paper analyzes the development of the household registration system and the changes of its functions in the course of the development of the household registration system in China during the three historical periods of the reform period of the household registration system, on the basis of browsing and summarizing the changes in the functions of the household registration system since the founding of the people's Republic of China. This paper probes into the main functions of the ancient household registration system in China and the main functions of the household registration system in the modern western developed countries, which lays a historical foundation for analyzing the functions of the current household registration system in China and the objects for reference. This paper analyzes the factors that affect the function of the household registration system from the three angles of economic system, administrative culture and economic development level, in order to clearly understand the restriction of the function of the household registration system in China, which has a long history. This article directly faces the reform of the household registration system, through the correct understanding of the reform of the household registration system (clear household registration system reform environment, reform orientation and reform ideas), finally in the reform positioning of our household registration system function, from the highest level of the function, In order to enhance the significance of this paper, this paper expounds the realistic level and the carrier of function and the guarantee of function realization from four angles, and tries to guide the operation and operation of the real world household registration system reform from the value level.
