【摘要】：社會(huì)轉(zhuǎn)型是指社會(huì)運(yùn)行機(jī)制從一種形式向另一種形式轉(zhuǎn)換的過(guò)程，在社會(huì)轉(zhuǎn)型的過(guò)程中公共安全問(wèn)題會(huì)呈現(xiàn)出交叉性、連鎖性、復(fù)雜性和突發(fā)性的特點(diǎn)，公共安全的管理機(jī)制相對(duì)弱化；轉(zhuǎn)型期國(guó)家城市化、工業(yè)化進(jìn)程的加速會(huì)引起社會(huì)出現(xiàn)的結(jié)構(gòu)性失業(yè)，人員、信息、物資的廣泛流動(dòng)，這些情況會(huì)加劇公共安全管理的復(fù)雜性和艱巨性。隨著轉(zhuǎn)型期公共安全問(wèn)題的凸顯，就必須有一種新的公共安全觀與之相適應(yīng)。 傳統(tǒng)的公共安全觀認(rèn)為公共安全主體就是提供社會(huì)成員人身權(quán)、財(cái)產(chǎn)權(quán)方面的保護(hù)。在轉(zhuǎn)型期人們?cè)陉P(guān)注自身安全生存的同時(shí)還關(guān)注自身的發(fā)展和自身與社會(huì)的和諧程度。因此文章依據(jù)轉(zhuǎn)型期公民對(duì)公共安全的新需求，提出了新的公共安全觀。將公共安全的內(nèi)涵作了進(jìn)一步的拓展，強(qiáng)調(diào)了公共安全在促進(jìn)人與社會(huì)的全面和諧發(fā)展的作用。 作為中國(guó)公共安全產(chǎn)品的主要提供者人民公安機(jī)關(guān)，在歷史上發(fā)揮著重要的作用。但是在轉(zhuǎn)型期公安機(jī)關(guān)在隊(duì)伍建設(shè)方面存在著許多問(wèn)題和不足，，無(wú)法適應(yīng)轉(zhuǎn)型期新公共安全的具體要求。具體表現(xiàn)在觀念落后、公安機(jī)關(guān)的管理體制和內(nèi)部組織結(jié)構(gòu)不適應(yīng)、公安隊(duì)伍現(xiàn)狀尤其是人員素質(zhì)不公安機(jī)關(guān)的職權(quán)范圍泛化、民警行為方式陳舊諸多方面。這些問(wèn)題的存在已嚴(yán)重影響公安隊(duì)伍的革命化、正規(guī)化、現(xiàn)代化、軍事化建設(shè)；影響了黨和政府各項(xiàng)方針、政策的落實(shí)；影響了社會(huì)主義現(xiàn)代化建設(shè)的步伐。 針對(duì)公安機(jī)關(guān)在轉(zhuǎn)型期出現(xiàn)的這些問(wèn)題，本人試圖提出一些解決辦法，其中包括：對(duì)公安民警加強(qiáng)教育，提高公安民警的素質(zhì)；理順公安機(jī)關(guān)的管理體制和內(nèi)部組織結(jié)構(gòu)；建立健全公安機(jī)關(guān)的人事管理制度；明確公安機(jī)關(guān)職權(quán)范圍；規(guī)范執(zhí)法行為，轉(zhuǎn)變公安機(jī)關(guān)管理方式。 論文寫作過(guò)程中，在借鑒別人研究成果的基礎(chǔ)上，也期盼在如下幾個(gè)方面進(jìn)行創(chuàng)新嘗試。 1、提出了新的公共安全觀，強(qiáng)調(diào)公安安全要以人為本，要尊重人的權(quán)利，促進(jìn)社會(huì)更加和諧有序。 2、針對(duì)公安機(jī)關(guān)提出了與之相對(duì)應(yīng)的狹義的公共安全觀，凸現(xiàn)了公安機(jī)關(guān)在提供公共安全服務(wù)時(shí)要依法執(zhí)法，要保護(hù)公民的正當(dāng)權(quán)利。 3、改革公安機(jī)關(guān)的管理體制，使公安機(jī)關(guān)在提供公共安全服務(wù)時(shí)更加有效、公平。
[Abstract]:Social transformation refers to the process of transformation of social operation mechanism from one form to another. The regulatory mechanism for public security is relatively weak; urbanization and accelerated industrialization in countries in transition will lead to structural unemployment, widespread movement of people, information and goods in society. These situations will aggravate the complexity and arduousness of public safety management. The traditional concept of public security holds that the main body of public security is to provide the personal rights of social members. The protection of property rights. In the transition period, people pay attention to their own development and the degree of harmony with the society while paying attention to their own safety and survival. Therefore, according to the new needs of the citizens in the transition period for public security, A new concept of public security is put forward. The connotation of public security is further expanded, and the role of public security in promoting the overall harmonious development of human beings and society is emphasized. As the main provider of China's public security products, the people's public security organs have played an important role in history. However, in the transition period, the public security organs have many problems and shortcomings in the construction of the ranks. Unable to meet the specific requirements of the new public security in the transition period. The concrete manifestations are that the concept is backward, the management system and internal organizational structure of the public security organs are not adapted, the present situation of the public security contingent, especially the personnel quality, is not generalized in the scope of the functions and powers of the public security organs. The existence of these problems has seriously affected the revolutionization, formalization, modernization and militarization of the public security forces, and affected the implementation of various principles and policies of the Party and the government. Affected the pace of socialist modernization. In view of these problems in the transition period of the public security organs, I try to put forward some solutions, including: strengthening the education of the police, improving the quality of the police, straightening out the management system and internal organizational structure of the public security organs; To establish and perfect the personnel management system of the public security organs, to define the terms of reference of the public security organs, to standardize the law enforcement actions, and to change the management methods of the public security organs. In the process of writing the thesis, on the basis of using others' research results for reference, we also look forward to innovating in the following aspects. 1. A new concept of public security is put forward, which emphasizes that public security should be people-oriented, respect human rights and promote a more harmonious and orderly society. 2. Aiming at the public security organ, it puts forward the corresponding narrow sense of public security, which highlights the fact that the public security organ should enforce the law according to law and protect the legitimate rights of citizens when providing public security service. 3. Reform the management system of public security organs to make public security organs more effective and fair in providing public security services.
