【摘要】：廣東集體林權(quán)制度改革于2009年進(jìn)入了全面推進(jìn)階段。這次改革是廣東省涉及面最廣、影響最深刻的一次重大變革,關(guān)系到廣東4300多萬(wàn)農(nóng)民的切身利益。森林公安作為公安機(jī)關(guān)派駐到林區(qū)的治安行政力量,處于集體林權(quán)制度改革一線,直接面對(duì)林區(qū)公眾,承擔(dān)著處理各類復(fù)雜社會(huì)關(guān)系的重要職責(zé)。 本文運(yùn)用公共關(guān)系理論和方法,擬以廣東省集體林權(quán)制度改革為背景,以構(gòu)建林區(qū)和諧警民關(guān)系、促進(jìn)警務(wù)工作為目標(biāo),研究和解決集體林權(quán)制度改革中的突出問(wèn)題。本文共分為五個(gè)部分：第一部分介紹全文的研究背景、研究目的和研究意義、主要研究?jī)?nèi)容及可能的創(chuàng)新。第二部分概述警察公共關(guān)系的含義,警察公共關(guān)系功能和意識(shí)。第三部分闡述了廣東省集體林權(quán)制度改革的歷史背景,森林公安在改革期間擔(dān)任的角色。第四部分闡述改革過(guò)程中影響森林公安警察形象的內(nèi)外因素,森林公安在警察公共關(guān)系理論和實(shí)踐上存在的誤區(qū)和亟需改進(jìn)的地方。第五部分重點(diǎn)探求廣東省森林公安在集體林權(quán)制度改革中警察公共關(guān)系的運(yùn)行情況。 隨著林區(qū)社會(huì)轉(zhuǎn)型,森林公安機(jī)關(guān)的職能也由管制型警務(wù)向服務(wù)型警務(wù)轉(zhuǎn)變,森林警察要塑造良好的警察形象,暢通與公眾溝通的渠道,與媒體構(gòu)建良好的關(guān)系,從而建立起“執(zhí)法公正、熱情服務(wù)”的警察形象,構(gòu)建和諧的林區(qū)警察公共關(guān)系。
[Abstract]:The reform of Guangdong's collective forest tenure system entered a comprehensive stage in 2009. This reform is one of the most far-reaching and profound major changes in Guangdong Province. It is related to the vital interests of more than 43 million farmers in Guangdong. As a public security organ stationed in forest areas by the public security organs, the forest public security is on the front line of the reform of the collective forest rights system and directly faces the public in the forest areas. Undertake the important responsibility of dealing with all kinds of complicated social relations. Based on the theory and method of public relations, this paper takes the reform of collective forest ownership system in Guangdong Province as the background, aiming at building a harmonious relationship between the police and the people in forest areas and promoting the police work. This paper is divided into five parts: the first part introduces the background, purpose and significance of the research. The second part summarizes the meaning of the police public relations, the function and consciousness of the police public relations. The third part expounds the historical background of the reform of the collective forest right system in Guangdong Province. Part 4th expounds the internal and external factors that affect the image of forest public security police in the process of reform. The misunderstandings in the theory and practice of the public relations of the police and the areas in urgent need of improvement in the theory and practice of the public relations of the police in the forest public security. Part 5th focuses on the operation of the public relations of the police in the reform of the collective forest rights system in Guangdong Province. With the social transformation of forest areas, the functions of forest public security organs have also changed from control-oriented policing to service-oriented policing. Forest police should create a good police image, open channels of communication with the public, and build a good relationship with the media. Thus, the police image of "just law enforcement and warm service" is established, and the harmonious public relations of the police in the forest area are constructed.
