【摘要】：我國偵查學(xué)理論界與實踐部門，主要將情報主導(dǎo)偵查模式作為一種偵查戰(zhàn)術(shù)或一種應(yīng)用模式，而忽視其作為偵查戰(zhàn)略、偵查理念的必然性認識，同時，在借鑒國外經(jīng)驗的過程中存在與本國偵查實踐相脫離等問題，致使其發(fā)展步履維艱，遇到眾多瓶頸。而我國情報主導(dǎo)的全景式偵查模式的實施，是科學(xué)分配偵查權(quán)和偵查資源優(yōu)化利用的融合，它是建立在理論科學(xué)與經(jīng)驗科學(xué)基礎(chǔ)上的一種全景式的偵查戰(zhàn)略、偵查理念、偵查戰(zhàn)術(shù)。 本文結(jié)合偵查學(xué)相關(guān)理論、戰(zhàn)略管理學(xué)相關(guān)理論和“四戰(zhàn)”相關(guān)內(nèi)容，對情報主導(dǎo)偵查模式的現(xiàn)狀、內(nèi)涵進行全面剖析，提出情報主導(dǎo)的全景式偵查模式這一概念，并從戰(zhàn)略分析、戰(zhàn)略制定、戰(zhàn)略實施角度對其進行深層論證，以期為構(gòu)建我國“本土化”情報主導(dǎo)的全景式偵查模式提供充分的理論依據(jù)與實踐模式。全文共分為五個部分： 第一部分，對中外情報主導(dǎo)偵查模式的發(fā)展現(xiàn)狀進行研析。在國外模式中，主要對英國的國家犯罪情報模式和美國的計算機統(tǒng)計信息比較模式進行分析。在國內(nèi)，主要對“金盾工程”一期、二期建設(shè)，“三基”建設(shè)以及情報主導(dǎo)偵查模式的改革實踐現(xiàn)狀進行分析。通過對中外情報主導(dǎo)偵查模式的現(xiàn)狀研析，以期為我國情報主導(dǎo)偵查模式的進一步發(fā)展提供理論與實踐依據(jù)。 第二部分，重新對情報主導(dǎo)偵查模式的內(nèi)涵進行厘清，提出情報主導(dǎo)的全景式偵查模式這一概念，分別從宏觀、中觀、微觀三個維度對情報主導(dǎo)的全景式偵查模式的內(nèi)涵進行全面闡述。同時，對其特征以及與相關(guān)概念的關(guān)系進行較為全面的闡述。 第三部分，從戰(zhàn)略分析角度，，對我國實施情報主導(dǎo)的全景式偵查模式的重要意義與可行性進行剖析。從理論和現(xiàn)實兩個角度闡述了實施該模式的重要意義，并通過對國內(nèi)、國外偵查理論與實踐的發(fā)展現(xiàn)狀進行分析，論證了實施該模式的可行性。 第四部分，從戰(zhàn)略規(guī)劃角度，以理論科學(xué)為基礎(chǔ)，結(jié)合戰(zhàn)略管理學(xué)相關(guān)理論和“四戰(zhàn)”相關(guān)內(nèi)容，對我國情報主導(dǎo)的全景式偵查模式進行總體規(guī)劃，并從戰(zhàn)略思想的建立、戰(zhàn)略目標(biāo)與戰(zhàn)略階段的制定，對其總體框架進行建構(gòu)。 第五部分，從戰(zhàn)略實施角度，運用理論科學(xué)分析情報主導(dǎo)的全景式偵查模式的戰(zhàn)略變革因素與戰(zhàn)略元素，運用經(jīng)驗科學(xué)構(gòu)建“四戰(zhàn)”統(tǒng)領(lǐng)下情報主導(dǎo)的全景式偵查戰(zhàn)略與戰(zhàn)術(shù)系統(tǒng)平臺。這一平臺的運作，不僅可以滿足情報主導(dǎo)的全景式偵查模式的偵查戰(zhàn)略、偵查理念需要，而且還可以在具體案件中實現(xiàn)偵查的戰(zhàn)術(shù)目的。
[Abstract]:In the field of theory and practice of investigative science in China, the intelligence-led investigation mode is regarded as a kind of investigative tactics or an applied mode, but the inevitability of the investigation idea is ignored as the investigative strategy, and at the same time, the intelligence leading investigation mode is regarded as a kind of investigative tactics or an application mode. In the process of drawing lessons from foreign experience, there are some problems, such as separation from the investigation practice of our country, which makes it difficult to develop and meet many bottlenecks. It is a combination of scientific distribution of investigation power and optimal utilization of investigative resources. It is a panoramic investigation strategy, investigation concept and investigative tactics based on theoretical science and empirical science. Based on the relevant theories of criminal investigation, strategic management and the contents of "four battles", this paper analyzes the present situation and connotation of intelligence-led investigation mode, and puts forward the concept of intelligence-led panoramic investigation mode. And from the perspective of strategic analysis, strategy formulation and strategy implementation, it is deeply demonstrated in order to provide sufficient theoretical basis and practical model for the construction of "localization" intelligence-led panoramic investigation mode in China. The full text is divided into five parts:. In the first part, the author analyzes the current situation of the mode of intelligence leading investigation in China and abroad. In the foreign model, it mainly analyzes the national crime intelligence model of Britain and the computer statistical information comparison model of the United States. This paper mainly analyzes the status quo of the reform practice of the "Golden Shield Project", the second phase construction, the "three bases" construction and the intelligence-led investigation mode. Through the analysis of the present situation of the intelligence-led investigation mode in China and foreign countries, In order to provide theoretical and practical basis for the further development of intelligence-led investigation mode. In the second part, the connotation of the intelligence-led investigation mode is clarified again, and the concept of the intelligence-led panoramic investigation mode is put forward. At the same time, the characteristics and the relationship with related concepts are expounded comprehensively. The third part, from the perspective of strategic analysis, analyzes the significance and feasibility of implementing the intelligence-led panoramic investigation model in China. The present situation of investigation theory and practice abroad is analyzed, and the feasibility of implementing this model is proved. Part 4th, from the angle of strategic planning, based on theoretical science, combining the relevant theories of strategic management and the contents of "four wars", makes a general plan for the panoramic investigation mode of intelligence leading in our country, and establishes the strategic thought. The establishment of strategic objectives and strategic stages, the construction of its overall framework. Part 5th, from the perspective of strategic implementation, the use of theoretical science to analyze the intelligence-led panoramic investigation mode of strategic reform factors and strategic elements, The application of empirical science to the construction of a panoramic investigative strategy and tactical system platform led by intelligence under the leadership of the "four Wars". The operation of this platform can not only meet the investigation strategy of the intelligence-led panoramic investigation mode, but also the need of the investigation concept. Moreover, the tactical purpose of investigation can be realized in specific cases.
