【摘要】：近幾年,我盟經(jīng)濟(jì)發(fā)展迅速,面臨的社會(huì)治安形勢日益嚴(yán)峻,治安管理工作還存在薄弱環(huán)節(jié)。外來人員犯罪所占比例高,且有聚集形成流氓惡勢力苗頭；犯罪年齡呈現(xiàn)低齡化；偷竊、毆打他人、新型賭博、毒品等案件也明顯增多,社會(huì)治安形勢的嚴(yán)峻性、復(fù)雜性和反復(fù)性不容低估。如果社會(huì)治安環(huán)境不穩(wěn)定,將會(huì)對(duì)經(jīng)濟(jì)發(fā)展帶來一定的負(fù)面影響。因此,建立一套覆蓋整個(gè)社會(huì)面的城市報(bào)警與監(jiān)控系統(tǒng),通過科技手段嚴(yán)密防控網(wǎng)絡(luò)是非常必要的,以此提高社會(huì)治安防控能力,是行之有效的。 將所有新建和已有的監(jiān)控點(diǎn)位都接入平臺(tái)系統(tǒng),實(shí)現(xiàn)整個(gè)系統(tǒng)的攝像機(jī)資源管理,再綜合公安機(jī)關(guān)已經(jīng)建成的人口、機(jī)動(dòng)車、指紋等八大資源數(shù)據(jù)庫,集“110、122、119”三臺(tái)合一接處警系統(tǒng)、視頻監(jiān)控報(bào)警系統(tǒng)、GPS衛(wèi)星定位系統(tǒng)、卡口系統(tǒng)、治安數(shù)字化防控體系工程等系統(tǒng)融合對(duì)接,整合公安內(nèi)外信息資源,對(duì)于公安機(jī)關(guān)各警種合成作戰(zhàn)具有重大意義。 整個(gè)系統(tǒng)基于GIS技術(shù)、RS技術(shù)、GPS技術(shù)、網(wǎng)絡(luò)通訊技術(shù)、集成技術(shù)、流媒體轉(zhuǎn)發(fā)技術(shù)、視頻資源共享、視頻分析等技術(shù),采用B/S、C/S結(jié)構(gòu)相結(jié)合的方式,民警通過B/S瀏覽器遠(yuǎn)程讀取數(shù)據(jù)、編輯數(shù)據(jù),數(shù)據(jù)管理員通過C/S客戶端管理整合數(shù)據(jù),保證系統(tǒng)的使用性和數(shù)據(jù)的安全性。視頻故障檢測通過視頻分析技術(shù),能及時(shí)檢測出視頻源的無信號(hào)、亮度異常、視頻模糊、噪聲干擾、偏色、波紋等多種視頻故障并發(fā)出告警；人群聚集智能分析實(shí)現(xiàn)對(duì)重點(diǎn)部位、重點(diǎn)區(qū)域的非正常人群聚集自動(dòng)報(bào)警。在人群聚集的重點(diǎn)區(qū)域安裝視角寬廣的一體化高清激光夜視儀,該夜視儀在光線暗淡時(shí)能自動(dòng)轉(zhuǎn)至夜晚模式,具備較好的夜視效果,并且能設(shè)置360度自動(dòng)巡航模式,實(shí)現(xiàn)基本無阻擋的大范圍監(jiān)控。平臺(tái)結(jié)合指揮調(diào)度、人口管理、治安管理、刑事偵查、警衛(wèi)、消防、交管等主要業(yè)務(wù)領(lǐng)域,實(shí)現(xiàn)主要業(yè)務(wù)信息上圖,數(shù)據(jù)表達(dá)全面,形象直觀。數(shù)據(jù)采集模塊嚴(yán)格按照公安系統(tǒng)要求采集編碼,內(nèi)容可自定義設(shè)定,預(yù)留業(yè)務(wù)系統(tǒng)接入接口,可擴(kuò)展接入任何授權(quán)的公安業(yè)務(wù)系統(tǒng),實(shí)現(xiàn)各部門共享同一個(gè)地圖,辦理不同業(yè)務(wù)的需求。數(shù)據(jù)高度共享,采集形式、格式統(tǒng)一,在應(yīng)急聯(lián)動(dòng)中各部門各警種可充分配合,提高事件處理效率。

If the social security environment is unstable, It will have a certain negative impact on economic development. Therefore, it is very necessary to establish a set of urban alarm and monitoring systems covering the whole society, and to tighten the network of prevention and control through scientific and technological means, in order to improve the ability of public order prevention and control. Is effective. All newly built and existing monitoring points are connected to the platform system to realize the management of camera resources of the whole system, and then integrate the eight databases of population, motor vehicles, fingerprints and other resources that have been built by the public security organs. "110,122,119" three integrated police systems, video surveillance and alarm system, GPS satellite positioning system, bayonet system, public security digital prevention and control system engineering and other systems are integrated to integrate internal and external public security information resources. It is of great significance to all kinds of police combined operations of public security organs. The whole system is based on GIS technology, GIS technology, network communication technology, integration technology, streaming media forwarding technology, video resource sharing, video analysis and so on. The police remotely read and edit the data through the B / S browser, and the data administrators managed and integrated the data through the C / S client to ensure the usability of the system and the security of the data. The video source can be detected in time without signal, brightness anomaly, video blur, noise interference, color deviation, corrugation and other video faults and send out alarm. Automatic alarm of abnormal crowd gathering in key area. The integrated high-definition laser night vision instrument with wide angle of view is installed in the key area where the crowd gathers. The night-vision instrument can automatically turn to night mode when the light is dim, and has better night vision effect. And can set 360 degree automatic cruising mode to realize the basic unobstructed large-scale monitoring. The platform combines command and dispatch, population management, public security management, criminal investigation, security, fire protection, traffic management and other major business fields. The data acquisition module is strictly in accordance with the requirements of the public security system to collect code, content can be customized set, reserved business system access interface, It can extend access to any authorized public security business system, realize that all departments share the same map, handle the requirements of different business, share data highly, collect the form and format in a unified way, and each department can cooperate fully in the emergency linkage.
