【摘要】：為適應(yīng)我國(guó)在現(xiàn)代經(jīng)濟(jì)和社會(huì)條件下實(shí)現(xiàn)動(dòng)態(tài)管理和打擊犯罪的需要,實(shí)現(xiàn)“科技強(qiáng)警”,增強(qiáng)公安系統(tǒng)統(tǒng)一指揮、快速反應(yīng)、協(xié)調(diào)作戰(zhàn)、打擊犯罪的能力,提高公安工作效率和偵察破案水平,公安部門就需要建立一個(gè)開放、靈活、高效的綜合性信息框架。 警務(wù)信息系統(tǒng)通過對(duì)計(jì)算機(jī)技術(shù)、網(wǎng)絡(luò)技術(shù)等各種技術(shù)手段的綜合,能夠?qū)崿F(xiàn)行之有效的采集信息、儲(chǔ)存分析、管理提取等功能。通過信息系統(tǒng)可以使采集的信息數(shù)據(jù)資源得到切實(shí)的利用,將其應(yīng)用到警務(wù)決策、指揮中去,理論上接近現(xiàn)代化科學(xué)警務(wù)信息管理的實(shí)現(xiàn)。而利用警務(wù)綜合信息立體作戰(zhàn)平臺(tái),可以實(shí)現(xiàn)警務(wù)信息的高度集成,從而輔助公安民警進(jìn)行案件的研判、案件的串并分析、案件的空間聚類分析等諸多專業(yè)性極強(qiáng)的操作,為提高案件偵破率和破案速度提供技術(shù)支持。警務(wù)綜合信息立體作戰(zhàn)平臺(tái)項(xiàng)目是一項(xiàng)綜合性、專業(yè)性、技術(shù)性的活動(dòng),同時(shí)也是一次高投入、高回報(bào)、高風(fēng)險(xiǎn)的投資過程。而且警務(wù)綜合信息立體作戰(zhàn)平臺(tái)建設(shè)項(xiàng)目是社會(huì)的需要,是社會(huì)的必然。 警務(wù)綜合信息立體作戰(zhàn)平臺(tái)項(xiàng)目的實(shí)現(xiàn)必定要求嚴(yán)格的項(xiàng)目管理。項(xiàng)目管理就是把各種知識(shí)、技能、手段和技術(shù)應(yīng)用到項(xiàng)目活動(dòng)中,以達(dá)到項(xiàng)目的要求。從以往國(guó)內(nèi)外對(duì)項(xiàng)目管理的研究來看,站在企業(yè)的角度,尤其是從企業(yè)信息系統(tǒng)建設(shè)和使用的最終用戶的立場(chǎng)出發(fā),將項(xiàng)目管理中信息系統(tǒng)的成本效益分析作為投資決策重要步驟加以探討的研究相對(duì)較少。因此,本文從項(xiàng)目管理的知識(shí)體系入手,分析了項(xiàng)目管理的全過程,對(duì)項(xiàng)目識(shí)別、評(píng)價(jià)、應(yīng)對(duì)的程序和方法進(jìn)行了較詳盡的闡述,并以濰城公安分局警務(wù)綜合信息立體作戰(zhàn)平臺(tái)建設(shè)項(xiàng)目為研究對(duì)象,詳細(xì)分析和論述了濰城公分局警務(wù)綜合信息立體作戰(zhàn)平臺(tái)項(xiàng)目建設(shè)的各種風(fēng)險(xiǎn)和效益。根據(jù)成本分析的觀點(diǎn),本文提出了一個(gè)在信息系統(tǒng)投資評(píng)估中的應(yīng)用過程與相關(guān)的分析方法和綜合評(píng)價(jià)方法,旨在推進(jìn)信息系統(tǒng)投資價(jià)值評(píng)估的執(zhí)行與深化,從而滿足了我國(guó)公安部在現(xiàn)代經(jīng)濟(jì)和社會(huì)條件下實(shí)現(xiàn)了動(dòng)態(tài)管理和打擊犯罪的需要,實(shí)現(xiàn)“科技強(qiáng)警”,并且增強(qiáng)公安系統(tǒng)統(tǒng)一指揮、快速反應(yīng)、協(xié)調(diào)作戰(zhàn)、打擊犯罪的能力,提高公安工作效率和偵察破案水平。
