【摘要】： 隨著我國社會(huì)主義市場經(jīng)濟(jì)的快速發(fā)展和流動(dòng)人口的不斷增加，公安機(jī)關(guān)的日常管理工作面臨著巨大的挑戰(zhàn)。為更好的維護(hù)社會(huì)治安、預(yù)防和打擊違法犯罪，公安信息化建設(shè)成為科技強(qiáng)警的重要手段。通過多年的不懈努力，公安機(jī)關(guān)在信息化的建設(shè)方面取得了一定成績，建成了良好的公安信息網(wǎng)絡(luò)，完成了以八大信息資源庫和公安業(yè)務(wù)信息系統(tǒng)為基礎(chǔ)的信息共享平臺(tái)，培養(yǎng)出一批公安信息化技術(shù)應(yīng)用人才和一個(gè)相當(dāng)大的信息應(yīng)用群體，提升了公安工作效率和公安隊(duì)伍戰(zhàn)斗力，促進(jìn)了公安執(zhí)法活動(dòng)的規(guī)范化、程序化和智能化。為了更好地促進(jìn)公安信息化建設(shè)的深入與發(fā)展，建立科學(xué)合理的公安信息化建設(shè)績效評(píng)價(jià)方法已刻不容緩。為此，本文以昆明公安信息化建設(shè)為研究對(duì)象，以管理學(xué)、系統(tǒng)工程學(xué)、電子政務(wù)學(xué)、模糊數(shù)學(xué)等相關(guān)理論為指導(dǎo)，從系統(tǒng)結(jié)構(gòu)入手，以系統(tǒng)科學(xué)的思想來分析影響昆明公安信息化建設(shè)發(fā)展的宏觀因素和微觀因素，運(yùn)用層次分析法和模糊評(píng)價(jià)法，探討和研究如何評(píng)價(jià)昆明公安信息化建設(shè)的績效。 本文分為五個(gè)部分，首先通過文獻(xiàn)綜述介紹了國內(nèi)外公安行業(yè)信息化建設(shè)的發(fā)展概況，概述了評(píng)價(jià)研究的理論依據(jù)和方法，概述了國內(nèi)外電子政務(wù)評(píng)價(jià)指標(biāo)體系研究的現(xiàn)狀、結(jié)果和不足。其次，結(jié)合昆明公安信息化建設(shè)的具體情況對(duì)公安信息化的涵義、內(nèi)容、功能、組成要素進(jìn)行闡述，分析公安信息化建設(shè)的系統(tǒng)結(jié)構(gòu)，構(gòu)建出一套具有公安行業(yè)特征的信息化建設(shè)績效評(píng)價(jià)指標(biāo)和評(píng)價(jià)模型。最后，以昆明市公安機(jī)關(guān)下屬的9個(gè)部門為評(píng)價(jià)對(duì)象，進(jìn)行了實(shí)證研究。通過實(shí)證研究，對(duì)本文所提出的評(píng)價(jià)指標(biāo)和評(píng)價(jià)模型進(jìn)行分析，并找出昆明公安信息化建設(shè)中存在的問題及對(duì)策。 本文發(fā)現(xiàn)：(1)從環(huán)境、應(yīng)用和效益三個(gè)層面所構(gòu)建的昆明公安信息化建設(shè)績效評(píng)價(jià)指標(biāo)和評(píng)價(jià)模型是系統(tǒng)的科學(xué)的，并具有鮮明的行業(yè)特征。(2)運(yùn)用層次分析法得出的各指標(biāo)間的相對(duì)權(quán)重是科學(xué)的客觀的。(3)運(yùn)用模糊評(píng)價(jià)法對(duì)昆明公安信息化建設(shè)這類復(fù)雜系統(tǒng)進(jìn)行評(píng)價(jià)是可行的適用的。(4)研究結(jié)果還顯示出昆明公安信息化建設(shè)中存在的問題和不足，，為今后昆明公安信息化建設(shè)的深入發(fā)展指明了方向，具有一定的現(xiàn)實(shí)意義。
[Abstract]:With the rapid development of socialist market economy and the increasing of floating population, the daily management of public security organs is facing great challenges. The information construction of public security has become an important means of strengthening the police by science and technology. Through years of unremitting efforts, the public security organs have made certain achievements in the construction of information technology, and have built a good public security information network. The information sharing platform based on the eight information resource databases and the public security business information system has been completed, and a group of personnel and a large group of information application groups have been trained for the application of information technology in public security. It has promoted the efficiency of public security work and the combat effectiveness of public security troops, promoted the standardization, procedure and intelligence of public security law enforcement activities, in order to better promote the deepening and development of the information construction of public security. It is urgent to establish a scientific and reasonable evaluation method for the performance of the information construction of public security. Therefore, this paper takes Kunming police information construction as the research object, and takes the relevant theories such as management, system engineering, electronic government affairs, fuzzy mathematics and so on as the guidance. Starting with the system structure, this paper analyzes the macro and micro factors that affect the development of information construction of Kunming public security by the idea of system science, and applies the analytic hierarchy process (AHP) and the fuzzy evaluation method. This paper discusses and studies how to evaluate the performance of Kunming police information construction. This paper is divided into five parts. Firstly, this paper introduces the development of information construction of public security industry at home and abroad through literature review, summarizes the theoretical basis and methods of evaluation research, and summarizes the present situation of the research on the evaluation index system of electronic government affairs at home and abroad. Results and shortcomings. Secondly, the meaning, content, function and elements of the information construction of public security in Kunming are expounded, and the system structure of the information construction of public security is analyzed. This paper constructs a set of performance evaluation index and evaluation model of information construction with the characteristics of public security industry. Finally, taking nine departments of public security organs in Kunming as the evaluation object, the paper carries out an empirical study. This paper analyzes the evaluation index and evaluation model proposed in this paper, and finds out the problems and countermeasures in the information construction of Kunming public security. This paper finds that the performance evaluation index and evaluation model of Kunming police information construction are systematic and scientific from three aspects of environment, application and benefit. The relative weight of each index obtained by AHP is scientific and objective. It is feasible to use fuzzy evaluation method to evaluate this kind of complex system of information construction of Kunming public security. The results of the study also show the problems and shortcomings in the information construction of public security in Kunming. It shows the direction for the further development of Kunming police information construction and has certain practical significance.
