【摘要】：當(dāng)前我國群體性事件的發(fā)生大多是因利益問題引起的,從根本上講是由于快速社會轉(zhuǎn)型導(dǎo)致的制度缺失和規(guī)則失范使無規(guī)則的利益博弈不斷挑戰(zhàn)社會的利益均衡而引起的。作為轉(zhuǎn)型時期的政府特別是一些地方政府,面臨著管理模式的轉(zhuǎn)變,同樣存在制度缺失和規(guī)則失范的窘境,同時由于作為利益主體參加利益博弈,行為也易變得無序和權(quán)變。這種情況使政府不能很好地處理當(dāng)前的社會矛盾和社會問題,從而成為導(dǎo)致群體性事件發(fā)生的重要因素。治理群體性事件的根本措施在于進(jìn)行制度建設(shè)以減少無序、失范和權(quán)變情況的發(fā)生。
[Abstract]:At present, the occurrence of mass incidents in China is mostly caused by problems of interest. Fundamentally, it is caused by the lack of system caused by the rapid social transformation and the irregular rules, which constantly challenge the balance of the interests of the society. As the governments in the transitional period, especially some local governments, Faced with the change of the management mode, there are also the dilemma of the lack of the system and the abnormal rules, at the same time, as the main body of interests, they participate in the interest game. Behavior is also prone to disorder and contingency. This makes it impossible for governments to deal well with current social conflicts and problems. Therefore, it is an important factor that leads to the occurrence of group events. The basic measures for controlling group incidents lie in the construction of institutions to reduce the occurrence of disorder, anomie and contingency.
