【摘要】：伴隨著中國加入WTO后的機遇和挑戰(zhàn)，作為政府質(zhì)量的重要方面，公安工作質(zhì)量對國家經(jīng)濟發(fā)展和人民生活水平的提高具有顯著影響。公安工作的重點就是公安執(zhí)法工作。因此，如何建立長效管理機制、提高公安機關的執(zhí)法質(zhì)量，成為包括柳州市公安局在內(nèi)的各級公安機關一項長期的戰(zhàn)略任務。 本文運用了全面質(zhì)量管理理論，采用了理論聯(lián)系實際的方法，對公安機關實施ISO9000質(zhì)量管理模式進行了分析和研究。 在本文的研究過程中，，首先對公安工作特點及工作中存在的執(zhí)法質(zhì)量問題進行了闡述，然后結合ISO9000質(zhì)量管理標準和八大質(zhì)量原則在公安工作中的運用，深入系統(tǒng)地分析了建立公安質(zhì)量管理體系的可行性和必要性，提出了全面提升公安工作質(zhì)量的重要途徑就是建立公安質(zhì)量管理體系。在此基礎上，本文以建立柳州市公安局公安質(zhì)量管理體系為例，進行了建立公安質(zhì)量管理體系的過程設計，編寫了柳州市公安局勞動教養(yǎng)審批工作規(guī)范和執(zhí)法監(jiān)督程序規(guī)定，為公安機關建立公安執(zhí)法質(zhì)量長效管理機制提供了新的思路。
[Abstract]:With the opportunity and challenge after China's entry into WTO, as an important aspect of government quality, the quality of public security work has a significant impact on the development of national economy and the improvement of people's living standard. How to establish a long-term management mechanism and improve the law enforcement quality of public security organs has become a long-term strategic task for public security organs at all levels including Liuzhou Public Security Bureau. This paper uses the theory of total quality management and the method of combining theory with practice to analyze and study the implementation of ISO9000 quality management mode in public security organs. In the research process of this paper, firstly, the characteristics of public security work and the problems of law enforcement quality in public security work are expounded, and then the application of ISO9000 quality management standard and eight quality principles in public security work is discussed. This paper analyzes the feasibility and necessity of establishing the public security quality management system, and puts forward that the important way to improve the public security work quality is to establish the public security quality management system. Taking the establishment of the public security quality management system of Liuzhou Public Security Bureau as an example, this paper designs the process of establishing the public security quality management system, and compiles the rules for the examination and approval of the examination and approval of the public security bureau of Liuzhou City and the regulations for the supervision of law enforcement. It provides a new way for public security organs to establish long-term management mechanism of public security law enforcement quality.
