【摘要】： 改革開放以來，我國社會經(jīng)濟發(fā)展速度長期保持在一個較高的水平，社會物質(zhì)財富快速增長，人民生活水平逐步得到提高。伴隨著市場經(jīng)濟活動的活躍和工業(yè)化、城市化的快速推進，越來越多的農(nóng)民不再單純依賴土地收入而涌入城市尋求發(fā)家致富的機會，社會上形成了一個倍受關(guān)注的“流動人口”群體。由于流動人口問題與其他社會要素的不同之處在于它不僅是一種規(guī)律性的人口現(xiàn)象，更是一種社會經(jīng)濟現(xiàn)象，因此具有特定的雙重社會功能。 本文以在常熟市生活的流動人口為研究對象，通過收集資料、典型調(diào)查、發(fā)放問卷等形式，全面準確地認識流動人口這個群體的特征。從流動人口的年齡、文化程度、就業(yè)范圍、收入狀況等因素分析，反映出流動人口年紀輕、受教育程度高、技能好的男性就業(yè)范圍廣、空間大、收入高，反之比較難；從流動人口的基本生活狀況、子女就學、保險和與當?shù)厣鐣娜诤锨闆r，，反映出流動人口的合法權(quán)益、社會保障和對法律援助的需求較大。同時從社會融合度可以看出，常熟已成為越來越多的流動人口選擇安居樂業(yè)的城市。 在全面分析流動人口生活現(xiàn)狀、主要困難的基礎(chǔ)上，正確認識流動人口對常熟經(jīng)濟社會發(fā)展的影響，在合理構(gòu)建適合常熟的流動人口管理機制，促進與當?shù)厣鐣娜诤系确矫嫣岢龉芾斫ㄗh和對策： 1、通過產(chǎn)業(yè)結(jié)構(gòu)升級來調(diào)控流動人口規(guī)模和質(zhì)量； 2、健全流動人口合法權(quán)益的保障機制； 3、統(tǒng)籌解決流動人口的管理機制； 4、推進“新常熟人”計劃，促進流動人口與當?shù)厝丝诘娜诤稀?br/>[Abstract]:Since the reform and opening up, China's social and economic development has been maintained at a relatively high level for a long time, with the rapid growth of social material wealth and the gradual improvement of the people's living standard. With the rapid development of urbanization, more and more farmers are no longer relying solely on land income to pour into cities to seek opportunities for wealth. A "floating population" group has been formed in the society. The difference between the floating population problem and other social elements is that it is not only a regular population phenomenon, but also a social and economic phenomenon. Therefore, it has a special dual social function. This article takes the floating population living in Changshu as the research object, through collecting the data, the typical investigation, the questionnaire and so on, comprehensively and accurately understands the floating population this group characteristic, from the floating population age, the education level, The analysis of factors such as employment scope, income status and other factors shows that the floating population is young, highly educated, men with good skills have a wide range of employment, large space and high income, otherwise, it is more difficult; from the basic living conditions of the floating population, their children attend school. The situation of insurance and integration with local society reflects the legal rights and interests of the floating population, social security and the need for legal aid. At the same time, we can see from the degree of social integration, Changshu has become a city where more and more floating population choose to live and work in peace and contentment. On the basis of the comprehensive analysis of the living conditions of floating population and the main difficulties, we should correctly understand the impact of floating population on the economic and social development of Changshu, and build a reasonable management mechanism of floating population suitable for Changshu. To promote integration with local society, etc., put forward management suggestions and countermeasures:. 1. Adjust and control the scale and quality of floating population by upgrading the industrial structure; 2.perfect the safeguard mechanism of the legal rights and interests of the floating population; (3) the management mechanism of solving the floating population as a whole; Fourth, promote the "new Changshu people" program to promote the integration of the floating population and the local population.
