【摘要】：網絡群體性事件是網絡時代社會治理的一個新挑戰(zhàn)。近年來經由網絡傳播不斷放大、演變而來的群體性事件層出不窮,已成為各級政府社會響應能力的重要考驗。就處置效果來看,政府對網絡群體性事件的“剛性管制”對基層政治生態(tài)已產生嚴重影響。本文在探究網絡群體性事件生成機理和演進規(guī)律的基礎上,吸收“協(xié)商民主”的理論精要,建構網絡群體性事件協(xié)商治理模式,旨在用參與式民主的方式解決社會沖突、增強社會穩(wěn)定。 全文約十八萬多字,共涵括七個部分即“六章一尾”。其中,第一章是緒論,即對研究對象、研究方法等進行說明；第二章是理論探討部分,即在多種學術視域下分析網絡群體性事件的內涵與特性；第三章是研究對象的動態(tài)分析,即對網絡群體性事件的生成機理和演進邏輯進行深層次闡釋；第四章是原因分析,即結合典型案例和訪談材料,深入剖析政府處置網絡群體性事件的困境；第五章對理論工具的應用價值和實踐條件進行分析；第六章是對策部分,分別從過程和系統(tǒng)兩個維度,構建網絡群體性事件協(xié)商治理模式。尾論是對論文觀點進行總結并展望后續(xù)研究方向。各章節(jié)的具體內容如下： 第一章該部分簡要闡述本文的研究緣起及意義,對國內外有關網絡群體性事件的研究現狀進行綜述和論析,選擇并詮釋本文的理論工具,并在此基礎上闡明本文的研究方法、研究目的、基本框架及創(chuàng)新。 第二章本章從理論層面對與網絡群體性事件研究密切相關的風險社會理論、社會沖突理論和集體行動理論進行系統(tǒng)梳理和具體詮釋,并對這三大理論與網絡群體性事件的內在關系和應用價值進行了剖析。為了全面把握網絡群體性事件的特征和性質,筆者在“社會風險——公共危機”綜合分析框架下,運用風險社會理論分析的網絡群體性事件的風險誘因,運用社會沖突理論分析網絡群體性事件的沖突性質；運用集體行動理論分析網絡集體行動的達成規(guī)律。 第三章本章在梳理2009年——2012年二十余起網絡焦點案例的基礎上借助“社會風險——公共危機”綜合分析框架,探究網絡群體性事件的生成機理和演進邏輯。網絡群體性事件的生成是社會階層分化、利益訴求不暢、網絡表達失控共同作用的結果。從演進過程看,網絡群體性事件起始于公民基于利益訴求或情緒宣泄的網絡表達,由于其內容主要涉及官員腐敗、貧富差距等敏感話題,網絡表達極易產生情感與價值共鳴,進而引起網民普遍的心理認同。在意見領袖的引導下,網民群體被“極化”,實現廣泛的網絡行動動員。隨著網絡輿論中正面信息和負面信息的失衡,官方輿論場與民間輿論場逐漸分化,強烈的“表達對抗”促使現實關聯行動的達成。 第四章本章從理念、制度、技術三個維度深入探究當前網絡群體性事件治理的困境。受“壓力維穩(wěn)”理念的影響,威權體制下的各級政府在自上而下的政治壓力以及強大的媒體壓力、民意壓力、體制壓力作用下,對網絡群體性事件進行剛性管制,使網絡群體性事件治理陷入“越維穩(wěn)越不穩(wěn)”的惡性循環(huán)。制度供給不足是網絡群體性事件治理困境的主要表現。由于我國當前公民參與的制度體系無法有效保障公民參與權的實現,公民的利益訴求轉向網絡尋求支持,而公民的網絡抗爭行為得不到制度化的吸納,最終導致網絡群體性事件頻繁發(fā)生。由于網絡群體性事件是爆發(fā)于網絡場域的危機形態(tài),網絡群體性事件的治理有賴于充分把握網絡特性。但虛擬社會與現實世界的交融、去中心化的網際互動、網絡民意表達與網絡群體性事件邊界的設定增加了網絡群體性事件治理的難度,使網絡群體性事件治理陷入技術困境。 第五章本章深入剖析協(xié)商民主理論對治理網絡群體性事件的價值,并結合中國當前的協(xié)商民主實踐,分析網絡群體性事件協(xié)商治理的可行性和實踐條件。本章首先闡釋了協(xié)商民主對治理網絡群體性事件的價值：促進公民有序參與、防止社會矛盾激變、彰顯治理合法性。然后,從實踐層面客觀審視了協(xié)商民主在網絡群體性事件治理中的實踐條件。認為新社會階層的形成與壯大、網絡技術的發(fā)展與普及、基層協(xié)商民主的創(chuàng)新形式為拓展協(xié)商民主在網絡群體性事件治理中的實踐領域創(chuàng)造了條件。 第六章本章在剖析網絡群體性協(xié)商治理的理念、價值與方式路徑的基礎上從微觀角度探究網絡群體性事件協(xié)商治理模式的運行邏輯,從宏觀角度探究網絡群體性事件協(xié)商治理模式的系統(tǒng)構架,以增強網絡群體性事件協(xié)商治理模式的指導力和適用性。網絡群體性事件協(xié)商治理模式的運行邏輯應遵循網絡群體性事件生成機理與演進規(guī)律,包括三大環(huán)節(jié)：風險消減中的利益表達與協(xié)商式吸納、輿情監(jiān)測中的網絡回應與協(xié)商式疏導、危機處置中的應急決策與協(xié)商式聯動。網絡群體性事件協(xié)商治理模式可以從主體、制度、文化三個維度構建。具體包括矯正協(xié)商主體機會不平等、資源不平等和能力不平等,形成多元化協(xié)商主體互動與包容的理想協(xié)商關系；以正式的建制化協(xié)商機構與社會公共領域之間直接的互動和相互滲透為抓手,促進正式和非正式協(xié)商制度的互補與融合；通過公眾對分歧的承認與包容、政府對官僚主義文化的摒除以及社會信任與合作的生長,塑造參與型政治文化。 尾論主要是對論文進行總結和概括,提出論文的貢獻之處并對后續(xù)研究予以展望。
[Abstract]:The network group events are a new challenge of social governance in the network era . In recent years , the mass events that have been continuously amplified and evolving through the network have become an important test of the government ' s social response ability . On the basis of probing into the mechanism and evolution of the network group events , the government absorbs the theory essence of " consultation democracy " , constructs the network group event consultation and governance model , and aims at solving the social conflict in a participatory democracy and enhancing social stability . The first chapter is the introduction , that is , the study object , the research method and so on . The second chapter is the theoretical research part , that is , the analysis of the formation mechanism and evolution logic of the network group events . The fourth chapter is the countermeasure part , which summarizes and looks forward the following research direction from the process and the system two dimensions . In the first chapter , this part briefly expounds the origin and significance of the research , summarizes and analyses the research status of the network group events at home and abroad , chooses and interprets the theoretical tools of this paper , and sets forth the research methods , research objectives , basic framework and innovation in this paper . In chapter 2 , this chapter analyzes the risk social theory , social conflict theory and collective action theory which are closely related to the research of network group events from the theoretical level , and analyzes the intrinsic relationship and application value of these three theories and the network group events . In order to grasp the characteristics and properties of the network group events , the author uses the theory of social conflict to analyze the conflict nature of the network group events . Chapter three discusses the formation mechanism and evolution logic of network group events on the basis of combing the network focus cases in 2009 _ 2012 . Chapter four explores the predicament of network group event governance from three dimensions : concept , system and technology . Under the influence of " pressure stability " concept , the government of all levels under authoritarian system has rigid control over network group events under the action of top - down political pressure and strong media pressure , public opinion pressure and institutional pressure . In chapter 5 , this chapter deeply analyzes the value of consultation democracy theory to the governance network group events , and analyzes the feasibility and practical conditions of consultation and governance of network group events based on the current consultation democracy practice in China . This chapter firstly explains the value of consultation democracy in the management of network group events . It points out that the formation and expansion of new social stratum , the development and popularization of network technology , the innovative form of democracy at the grass - roots level , and the practice field of expanding consultation democracy in network group event governance . In chapter 6 , this chapter explores the operation logic of network group event negotiation and governance based on the analysis of the concept , value and mode of network group consultation governance , and explores the system architecture of network group event negotiation and governance model from the macro perspective . The end theory is mainly to summarize and summarize the paper , put forward the contribution of the paper and look forward to the follow - up study .
