【摘要】：情報(bào)信息主導(dǎo)警務(wù)是通過綜合性地收集、分析和使用情報(bào)與信息,以提高警務(wù)決策的正確性、并提高警力資源使用的效率,以達(dá)到預(yù)防和打擊犯罪、維護(hù)社會(huì)秩序目的的工作模式。情報(bào)信息主導(dǎo)警務(wù)把對警務(wù)情報(bào)信息的分析當(dāng)作是一種客觀的決策工具,通過有效的警務(wù)戰(zhàn)略和有充分證據(jù)支持的外部合作計(jì)劃,來促進(jìn)減少犯罪和預(yù)防犯罪的工作。警務(wù)部門應(yīng)當(dāng)把情報(bào)信息工作置于基礎(chǔ)性、先導(dǎo)性位置,以構(gòu)建覆蓋廣、觸角深、反應(yīng)快的情報(bào)信息網(wǎng)絡(luò)為基礎(chǔ),以建立健全各類警務(wù)信息管理系統(tǒng)和網(wǎng)絡(luò)綜合應(yīng)用平臺(tái)為依托,以加強(qiáng)情報(bào)信息分析研判和實(shí)戰(zhàn)應(yīng)用為重點(diǎn),以科學(xué)規(guī)范的運(yùn)行機(jī)制、嚴(yán)格公正的考核獎(jiǎng)懲為保障,以提高信息預(yù)警、精確打擊、應(yīng)急處置能力為目標(biāo),實(shí)現(xiàn)以情報(bào)信息主導(dǎo)決策、引領(lǐng)實(shí)戰(zhàn)、指導(dǎo)防范。
[Abstract]:Intelligence information dominating policing is to collect, analyze and use intelligence and information comprehensively to improve the correctness of police decision-making and improve the efficiency of police resources to prevent and combat crime. The work mode of maintaining social order. The analysis of police intelligence information is regarded as an objective decision-making tool. Crime reduction and crime prevention should be promoted through effective policing strategies and well-supported external cooperation programmes. Police departments should place intelligence and information work in a fundamental and leading position. Based on the construction of information network with wide coverage, deep tentacles and quick response, it is based on establishing and perfecting all kinds of police information management system and network integrated application platform. To strengthen the intelligence information analysis research and practical application as the focus, to scientific and standardized operation mechanism, strict and fair assessment and punishment as the guarantee, in order to improve the information early warning, accurate strike, emergency handling ability as the goal. To realize the information-oriented decision-making, leading the actual combat, guiding prevention.
