【摘要】：情報信息主導警務是通過綜合性地收集、分析和使用情報與信息,以提高警務決策的正確性、并提高警力資源使用的效率,以達到預防和打擊犯罪、維護社會秩序目的的工作模式。情報信息主導警務把對警務情報信息的分析當作是一種客觀的決策工具,通過有效的警務戰(zhàn)略和有充分證據(jù)支持的外部合作計劃,來促進減少犯罪和預防犯罪的工作。警務部門應當把情報信息工作置于基礎性、先導性位置,以構建覆蓋廣、觸角深、反應快的情報信息網(wǎng)絡為基礎,以建立健全各類警務信息管理系統(tǒng)和網(wǎng)絡綜合應用平臺為依托,以加強情報信息分析研判和實戰(zhàn)應用為重點,以科學規(guī)范的運行機制、嚴格公正的考核獎懲為保障,以提高信息預警、精確打擊、應急處置能力為目標,實現(xiàn)以情報信息主導決策、引領實戰(zhàn)、指導防范。
[Abstract]:Intelligence information dominating policing is to collect, analyze and use intelligence and information comprehensively to improve the correctness of police decision-making and improve the efficiency of police resources to prevent and combat crime. The work mode of maintaining social order. The analysis of police intelligence information is regarded as an objective decision-making tool. Crime reduction and crime prevention should be promoted through effective policing strategies and well-supported external cooperation programmes. Police departments should place intelligence and information work in a fundamental and leading position. Based on the construction of information network with wide coverage, deep tentacles and quick response, it is based on establishing and perfecting all kinds of police information management system and network integrated application platform. To strengthen the intelligence information analysis research and practical application as the focus, to scientific and standardized operation mechanism, strict and fair assessment and punishment as the guarantee, in order to improve the information early warning, accurate strike, emergency handling ability as the goal. To realize the information-oriented decision-making, leading the actual combat, guiding prevention.
