【摘要】:隨著經(jīng)濟(jì)的快速發(fā)展和小汽車(chē)數(shù)量的迅速增長(zhǎng),傳統(tǒng)的依靠增加基礎(chǔ)設(shè)施建設(shè)增加供給的方法已經(jīng)無(wú)法滿(mǎn)足日益增長(zhǎng)的交通需求,從而導(dǎo)致交通擁堵問(wèn)題的出現(xiàn)。面對(duì)資源和環(huán)境的限制,國(guó)外資源短缺城市轉(zhuǎn)變觀念提出了通過(guò)管理交通需求來(lái)使交通供給需求達(dá)到平衡的新方式。在人口密集,土地存進(jìn)寸土的新加坡、香港等城市交通需求管理已經(jīng)具有成熟的實(shí)踐經(jīng)驗(yàn),并很大程度的緩解了城市的交通擁堵問(wèn)題。交通需求管理在我國(guó)雖不是新興事物,但是其研究、制定、實(shí)施以及后續(xù)的評(píng)價(jià)還屬于起步階段,并沒(méi)有形成體系和機(jī)制。北京、廣州、深圳等城市在日常的交通中運(yùn)用了交通需求管理措施,奧運(yùn)會(huì)、亞運(yùn)會(huì)、全運(yùn)會(huì)期間交通需求管理措施發(fā)揮了巨大的作用,為這些大型活動(dòng)的成功舉辦保駕護(hù)航。伴隨著我國(guó)城市化進(jìn)程加快和人口不斷增多,交通擁堵問(wèn)題會(huì)陸續(xù)在一些中大城市出現(xiàn),交通需求管理是建設(shè)資源節(jié)約型、環(huán)境友好型和諧社會(huì)的最佳選擇。 本文分析了交通需求管理相關(guān)理論,總結(jié)了國(guó)內(nèi)過(guò)日常交通需求管理實(shí)施的成功經(jīng)驗(yàn)和大型活動(dòng)中交通需求管理措施。在深入分析深圳市日常和大運(yùn)會(huì)期間交通供給、需求和需求管理措施后,找出深圳市交通需求管理存在的一系列問(wèn)題和不足。根據(jù)國(guó)內(nèi)外成功經(jīng)驗(yàn)和相關(guān)理論提出了深圳市交通需求管理戰(zhàn)略。 目前交通需求管理理論和方法尚未成熟,本論文對(duì)已有的理論和方法進(jìn)行整合利用,并針對(duì)深圳市城市規(guī)劃和交通特點(diǎn)提出了自己的觀點(diǎn),為深圳市綜合治理交通問(wèn)題,實(shí)現(xiàn)城市交通的可持續(xù)發(fā)展提供理論和實(shí)踐依據(jù),具有一定的實(shí)際應(yīng)用價(jià)值。
[Abstract]:With the rapid development of economy and the rapid growth of the number of cars, the traditional method of increasing supply by increasing infrastructure construction has been unable to meet the increasing traffic demand. Thus leading to the emergence of traffic congestion. Facing the constraints of resources and environment. A new way to balance traffic supply demand by managing traffic demand has been put forward by changing the concept of resource-scarce cities abroad. In Singapore, where the population is dense and land is stored in every inch of the land. Traffic demand management in Hong Kong and other cities has mature practical experience, and to a large extent alleviate the problem of traffic congestion. Traffic demand management is not a new thing in China, but its research and formulation. Beijing, Guangzhou, Shenzhen and other cities in the daily traffic in the use of traffic demand management measures, the Olympic Games, the Asian Games. During the National Games, traffic demand management measures played a great role, for the success of these large-scale activities to hold escort. With the acceleration of urbanization and population growth in China. Traffic congestion will appear in some large and medium-sized cities one after another. Traffic demand management is the best choice to build a resource-saving and environment-friendly harmonious society. This paper analyzes the theory of traffic demand management. This paper summarizes the successful experience of daily traffic demand management in China and the measures of traffic demand management in large-scale activities. After in-depth analysis of traffic supply, demand and demand management measures during the daily and Universiade in Shenzhen. This paper finds out a series of problems and shortcomings of traffic demand management in Shenzhen, and puts forward the strategy of traffic demand management in Shenzhen based on the successful experience and relevant theories at home and abroad. At present, the theories and methods of traffic demand management are not mature. This paper integrates the existing theories and methods, and puts forward its own views on the urban planning and traffic characteristics of Shenzhen. It provides a theoretical and practical basis for the comprehensive management of traffic problems and the sustainable development of urban traffic in Shenzhen, and has certain practical application value.
