【摘要】:改革開放特別是第二十次全國(guó)公安會(huì)議以來,我國(guó)公安機(jī)關(guān)在隊(duì)伍建設(shè)、組織結(jié)構(gòu)、警力配置、教育訓(xùn)練等方面進(jìn)行了很多研究、探索和嘗試,通過積極推進(jìn)公安信息化建設(shè)、執(zhí)法規(guī)范化建設(shè)等警務(wù)機(jī)制改革,公安機(jī)關(guān)隊(duì)伍建設(shè)工作取得了實(shí)質(zhì)性的進(jìn)步。但是,隨著經(jīng)濟(jì)全球化導(dǎo)致的市場(chǎng)全球化、信息全球化、科技全球化、犯罪全球化等情況,社會(huì)進(jìn)步給社會(huì)治安造成的壓力,比過去任何時(shí)候都要更加嚴(yán)峻。公安機(jī)關(guān)的任務(wù)更加繁重,面臨的問題更加多樣,公安機(jī)關(guān)的工作機(jī)制、工作水平、隊(duì)伍素質(zhì),在新形勢(shì)、新任務(wù)面前,都接受著全方位的挑戰(zhàn)。 在社會(huì)主義市場(chǎng)經(jīng)濟(jì)的大潮中,中國(guó)涌現(xiàn)出一批優(yōu)秀的跨國(guó)公司、民族企業(yè),全球化給中國(guó)管理理念和實(shí)踐帶來了前所未有的改變。中國(guó)人力資源管理技術(shù)和方法也發(fā)生了巨大變化。如何利用這種規(guī)范化、科學(xué)化和職業(yè)化的現(xiàn)代人力資源管理模式指導(dǎo)以傳統(tǒng)管理為主的公安隊(duì)伍建設(shè)是本文討論的重點(diǎn)。本文首先通過實(shí)例分析了某縣級(jí)公安局隊(duì)伍構(gòu)成現(xiàn)狀,,指出傳統(tǒng)警力資源管理存在的幾項(xiàng)突出問題,然后闡述了現(xiàn)代人力資源管理概念,重點(diǎn)就警員梯隊(duì)建設(shè)、警校培養(yǎng)、社會(huì)招募、培訓(xùn)計(jì)劃、警員職業(yè)規(guī)劃等方面提出建議和措施。本文重點(diǎn)解決公安機(jī)關(guān)在警力資源管理中幾個(gè)現(xiàn)實(shí)問題,旨在運(yùn)用科學(xué)的管理手段招錄民警,提升現(xiàn)有隊(duì)伍素質(zhì),建立起一支高素質(zhì)、高效率的警隊(duì)。
[Abstract]:Since the reform and opening up, especially the 20th National Public Security Conference, China's public security organs have carried out a lot of research, exploration and attempt in terms of team building, organizational structure, police force allocation, education and training, etc. By actively promoting the police information construction, law enforcement standardization and other police mechanism reform, the public security organs have made substantial progress in the building of the contingent. However, with the economic globalization of the market globalization. The globalization of information, science and technology, and the globalization of crime, etc., and the pressure of social progress on social security are more severe than ever before, and the tasks of the public security organs are more arduous. Faced with more diverse problems, public security organs work mechanism, level of work, quality of the team, in the new situation, new tasks, are facing a comprehensive challenge. In the spring tide of socialist market economy, a number of excellent multinational corporations and national enterprises emerged in China. Globalization has brought unprecedented changes to China's management concepts and practices, and great changes have taken place in the technology and methods of human resources management in China. How to make use of this kind of standardization? The scientific and professional mode of modern human resource management to guide the traditional management of the public security team construction is the focus of this paper. Firstly, this paper analyzes the status quo of the formation of a county public security bureau team through an example. This paper points out several outstanding problems existing in traditional police resource management, and then expounds the concept of modern human resource management, focusing on police echelon construction, police academy training, social recruitment and training plan. This paper focuses on solving several practical problems in the management of police resources in order to use scientific management means to recruit police officers and improve the quality of the existing team. Set up a high-quality, high-efficiency police force.
