【摘要】：當(dāng)前,我國(guó)正處于經(jīng)濟(jì)發(fā)展的特殊時(shí)期,社會(huì)矛盾日益增多,各類突發(fā)事件時(shí)有發(fā)生。警察作為一個(gè)特殊性質(zhì)的組織,本身就容易受公眾和媒體的關(guān)注,加上一些因素的刺激,警察公共關(guān)系危機(jī)事件也經(jīng)常發(fā)生,對(duì)公安機(jī)關(guān)執(zhí)法工作和警察形象造成了一定影響。一方面,我國(guó)警察公共關(guān)系日益顯示出其重要性；另一方面,我國(guó)警察公共關(guān)系危機(jī)管理起步晚、研究比較滯后。因此,必須探索研究積極高效的警察公共關(guān)系危機(jī)管理,最大程度地預(yù)知危機(jī)到來(lái)、減少危機(jī)損失、解決危機(jī)尤顯重要。本文針對(duì)這一現(xiàn)狀,結(jié)合具體案例,對(duì)近年來(lái)發(fā)生的警察公共關(guān)系危機(jī)的類型進(jìn)行了分類,深入分析了警察公共關(guān)系危機(jī)管理的現(xiàn)狀、問(wèn)題和問(wèn)題存在的主、客觀原因。同時(shí),借鑒了國(guó)外警察公共關(guān)系危機(jī)管理經(jīng)驗(yàn),得出對(duì)我國(guó)警察公共關(guān)系危機(jī)管理的啟示,并以政府公共關(guān)系理論、危機(jī)管理理論為基礎(chǔ)和指導(dǎo),結(jié)合案例對(duì)當(dāng)前開(kāi)展警察公共關(guān)系危機(jī)管理對(duì)策提出了建議,即從創(chuàng)新管理意識(shí)和理念、把握總體原則出發(fā),著力建立完善預(yù)警、處置、恢復(fù)保障機(jī)制。
[Abstract]:At present, our country is in the special period of economic development, the social contradictions are increasing, and all kinds of emergencies occur. As a special organization, the police itself is easy to be concerned by the public and the media. With the stimulation of some factors, police public relations crisis often happens, which has a certain impact on the work of the public security organs and the image of the police. On the one hand, the public relations of the police in China are becoming more and more important; on the other hand, the crisis management of the police public relations in China is late and the research is lagging behind. Therefore, we must explore and study the active and effective crisis management of public relations. It is especially important for us to predict the coming of the crisis, reduce the loss and solve the crisis. Aiming at this situation, combined with specific cases, this paper classifies the types of public relations crisis in recent years, and analyzes the current situation, problems and main reasons of the public relations crisis management. At the same time, draw lessons from the foreign police public relations crisis management experience, come to China's police public relations crisis management, and to the government public relations theory and crisis management theory as the basis and guidance, combined with the case and puts forward some suggestions for the current development of police public relations crisis management countermeasures, namely from innovation management consciousness and concept, grasp the overall principle, strive to establish a sound protection mechanism of early warning, disposal and recovery.
