摘要：

當(dāng)前高校二級(jí)學(xué)院存在黨政關(guān)系不夠明確,基層黨組織負(fù)責(zé)人素質(zhì)和能力亟待提高,有些教師黨員黨性不強(qiáng)等問(wèn)題. 高校要確立切實(shí)可行的黨建目標(biāo),加強(qiáng)黨政協(xié)調(diào)配合,選配好二級(jí)學(xué)院黨委書(shū)記,嚴(yán)格管理黨務(wù)干部,切實(shí)發(fā)揮黨支部和黨員的作用,以使黨建工作成為高校二級(jí)學(xué)院建設(shè)和發(fā)展的思想保證和組織保證.

Abstract： 

In order to implement comprehensively the requirements of the Party on"administrating the Party strictly", this paper tries to analyze the new circumstances and problems from the Party construction in the colleges within universities, and to put forward some countermeasures for strengthening and improving the Party construction in the colleges within universities so as to make the Party construction on the basic level play well its guaranteeing roles both ideologically and organizationally in the reconstruct and development of the colleges.
