【摘要】：面對全面從嚴(yán)治黨的新形勢,中共中央基于歷史邏輯、政治邏輯和制度邏輯的考量,重新制定并頒布了《關(guān)于新形勢下黨內(nèi)政治生活的若干準(zhǔn)則》,這些準(zhǔn)則呈現(xiàn)出繼承傳統(tǒng)與時代創(chuàng)新相統(tǒng)一、理想信念教育與制度建設(shè)相統(tǒng)一、反向約束與正向激勵相統(tǒng)一、重點(diǎn)論與兩點(diǎn)論相統(tǒng)一等四大特征。這些準(zhǔn)則是新形勢下全面從嚴(yán)治黨理論與實踐的成果反饋,是推動和實現(xiàn)黨內(nèi)政治生活制度化的基本遵循,是新時期黨內(nèi)法規(guī)系統(tǒng)化建設(shè)的重要篇章。以這些準(zhǔn)則為依托加強(qiáng)和規(guī)范黨內(nèi)政治生活,有利于黨鞏固執(zhí)政地位、提升執(zhí)政能力。
[Abstract]:In the face of the new situation of strictly administering the party in an all-round way, based on the consideration of historical logic, political logic and institutional logic, the CPC Central Committee has reformulated and promulgated some guidelines on inner-party political life under the new situation, which show four characteristics: the unity of inheriting tradition and innovation of the times, the unity of ideal and belief education and system construction, the unity of reverse restraint and positive incentive, and the unity of emphasis theory and two-point theory. These norms are the feedback of the theory and practice of strictly administering the Party in an all-round way under the new situation, the basic follow of promoting and realizing the institutionalization of the political life within the Party, and the important chapter of the systematic construction of the laws and regulations of the Party in the new period. It is beneficial for the party to consolidate its ruling position and enhance its ruling ability by strengthening and standardizing the political life of the party based on these norms.
