【摘要】：獨(dú)立學(xué)院是中國高等教育由精英化向大眾化發(fā)展過程中出現(xiàn)的一種獨(dú)具特色的辦學(xué)形式,隨著規(guī)模的不斷擴(kuò)大,獨(dú)立學(xué)院已經(jīng)成為了高等教育重要的組成部分。獨(dú)立學(xué)院因為其獨(dú)特的體制機(jī)制和管理模式,在黨建工作上或多或少都存在一些亟待解決的問題。獨(dú)立學(xué)院黨建工作開展的好壞直接影響著黨組織政治核心作用的發(fā)揮,直接關(guān)系著獨(dú)立學(xué)院辦學(xué)方向、人才培養(yǎng)、學(xué)校發(fā)展等重要事項。在十八大以來全面從嚴(yán)治黨的新時期、新形勢下,加強(qiáng)獨(dú)立學(xué)院黨的建設(shè),對于全面貫徹黨的教育方針、堅持社會主義辦學(xué)方向、落實立德樹人根本任務(wù),具有極其重要的意義。本文共分為四章,第一章主要介紹了中國民辦教育以及獨(dú)立學(xué)院的發(fā)展歷程,并對獨(dú)立學(xué)院黨建工作研究的背景和意義進(jìn)行了闡述。第二章主要介紹了新時期獨(dú)立學(xué)院黨組織的作用和地位,以及獨(dú)立學(xué)院黨建工作的現(xiàn)狀和特點(diǎn)。獨(dú)立學(xué)院黨組織是建設(shè)中國特色高等教育的需要,是發(fā)揮政治核心作用的有力保障。獨(dú)立學(xué)院黨務(wù)工作隊伍趨向年輕化、黨組織不是最高決策機(jī)構(gòu),獨(dú)立學(xué)院的發(fā)展具有一定過渡性、法人治理結(jié)構(gòu)的特殊性、師資隊伍年輕化流動大、校園文化多樣性等特點(diǎn)存在,給獨(dú)立學(xué)院黨建工作開展造成了一定的困難。第三章主要介紹了新時期獨(dú)立學(xué)院黨建工作存在的問題及成因分析。獨(dú)立學(xué)院黨建工作存在重視程度不夠、黨務(wù)干部隊伍力量薄弱、黨建工作條件保障不到位、黨員教育管理弱化、黨員發(fā)揮作用不突出等問題,主要是舉辦方和黨組織負(fù)責(zé)人的認(rèn)識問題、管理體制機(jī)制問題、相關(guān)法律法規(guī)滯后以及缺少對黨建工作的考核與評價等原因。第四章主要介紹了加強(qiáng)和改進(jìn)獨(dú)立學(xué)院黨建工作的對策和措施。獨(dú)立學(xué)院黨組織作用發(fā)揮根本在制度建設(shè)和隊伍建設(shè),重點(diǎn)在黨建工作要形成“書記抓,抓書記”的氛圍,落實“有人辦事、有錢辦事、能辦好事”的黨建工作新格局,注重黨建工作創(chuàng)新,加強(qiáng)黨員發(fā)展、教育和管理等過程中的關(guān)鍵環(huán)節(jié)把控,抓好思想政治教育和德育工作,維護(hù)學(xué)校安全穩(wěn)定,逐步完善黨組織考評機(jī)制等,圍繞高校立德樹人的根本任務(wù),發(fā)揮好黨組織的政治核心作用和凝心聚力的作用。
[Abstract]:Independent college is a unique form of running a school in the process of the development of higher education from elite to popularization in China. With the continuous expansion of the scale, independent college has become an important part of higher education. Because of its unique system mechanism and management mode, there are more or less some problems to be solved in the work of party building in independent colleges. The development of party building in independent colleges has a direct impact on the political core role of party organizations, and is directly related to the direction of running independent colleges, personnel training, school development and other important issues. In the new period and new situation of strictly administering the Party in an all-round way since the 18th National Congress of the Communist Party of China (CPC), it is of great significance to strengthen the party building in independent colleges for the comprehensive implementation of the Party's educational policy, the adherence to the socialist direction of running schools, and the implementation of the fundamental task of establishing morality and building people. This paper is divided into four chapters. The first chapter mainly introduces the development of private education and independent colleges in China, and expounds the background and significance of the research on party building in independent colleges. The second chapter mainly introduces the role and status of the party organization of the independent college in the new period, as well as the present situation and characteristics of the party building work of the independent college. The party organization of independent college is the need of building higher education with Chinese characteristics and the powerful guarantee of giving full play to the core role of politics. The party work team of the independent college tends to be younger, the party organization is not the highest decision-making organization, the development of the independent college has a certain transition, the particularity of the corporate governance structure, the rejuvenation of the teaching staff, the diversity of campus culture and so on, which have caused some difficulties to the development of the party building work of the independent college. The third chapter mainly introduces the problems and causes of party building in independent colleges in the new period. There are some problems in the work of party building in independent colleges, such as insufficient attention, weak strength of party cadres, inadequate guarantee of working conditions for party building, weakening of party members' education and management, and lack of examination and evaluation of party building work, such as the understanding of organizers and the responsible persons of party organizations, the problems of management system and mechanism, the lag of relevant laws and regulations, and the lack of assessment and evaluation of party building work. The fourth chapter mainly introduces the countermeasures and measures to strengthen and improve the party building of independent colleges. The role of party organization in independent colleges fundamentally lies in system construction and team building, with emphasis on the formation of an atmosphere of "secretary grasping and grasping secretary" in party building work, implementing the new pattern of party building work that "some people handle affairs, having money to handle affairs, and being able to do good things", paying attention to the innovation of party building work, strengthening the development of party members, education and management, and other key links in the process of controlling, doing a good job in ideological and political education and moral education, and safeguarding the safety and stability of the school. We should gradually improve the evaluation mechanism of party organizations, focus on the fundamental task of establishing morality and building people in colleges and universities, and play a good role in the political core role and cohesion of party organizations.
