【摘要】：隨著改革進(jìn)入深水區(qū),要求保護(hù)和調(diào)動(dòng)黨員干部干事創(chuàng)業(yè)的積極性,鼓勵(lì)干部大膽改革創(chuàng)新,然而現(xiàn)實(shí)卻仍然存在官員不作為的現(xiàn)象,在此背景下,中央提出建立容錯(cuò)機(jī)制。界定容錯(cuò)與問(wèn)責(zé)的邊界是實(shí)行容錯(cuò)免責(zé)、激勵(lì)干部改革創(chuàng)新的關(guān)鍵。為了厘清容錯(cuò)與問(wèn)責(zé)的邊界,基于兩類政策文本的比較分析,構(gòu)建了一個(gè)以行為動(dòng)機(jī)、決策過(guò)程、社會(huì)影響和主導(dǎo)因素為主要分析要素的基本分析框架。通過(guò)分析框架的構(gòu)架厘清容錯(cuò)與問(wèn)責(zé)邊界,為完善容錯(cuò)與問(wèn)責(zé)的制度建設(shè)提供依據(jù),進(jìn)而實(shí)現(xiàn)治理不作為現(xiàn)象和激勵(lì)官員干事創(chuàng)業(yè)、改革創(chuàng)新的目標(biāo),促進(jìn)政府效能的提升。
[Abstract]:With the reform entering the deep water area, it is necessary to protect and mobilize the enthusiasm of party members and cadres to start a business and encourage cadres to reform and innovate boldly. However, in reality, there is still the phenomenon of official inaction. Under this background, the central government proposes to establish a fault-tolerant mechanism. Defining the boundary between fault tolerance and accountability is the key to implement fault tolerance exemption and encourage cadres to reform and innovate. In order to clarify the boundary between fault tolerance and accountability, based on the comparative analysis of the two kinds of policy texts, a basic analysis framework based on behavioral motivation, decision-making process, social impact and leading factors is constructed. Through the framework of the analysis framework, the boundary between fault tolerance and accountability is clarified, which provides the basis for perfecting the system construction of fault tolerance and accountability, so as to realize the phenomenon of governance omission and encourage officials to start a business, reform and innovate, and promote the improvement of government efficiency.
