【摘要】：本文以習(xí)近平干部培養(yǎng)思想為主要研究對(duì)象,旨在從干部隊(duì)伍建設(shè)的視角,通過(guò)文獻(xiàn)分析法、理論思維分析法、歷史研究法等多種研究方法,力圖為全面、系統(tǒng)、客觀(guān)、深入地認(rèn)識(shí)和了解習(xí)近平干部培養(yǎng)思想,全面了解當(dāng)前我國(guó)干部隊(duì)伍建設(shè)的實(shí)際情況,不斷優(yōu)化干部隊(duì)伍建設(shè)效果,為黨和國(guó)家干部培養(yǎng)工作提供一些有益的指導(dǎo)和參考。本文認(rèn)為當(dāng)前國(guó)際形勢(shì)錯(cuò)綜復(fù)雜,我國(guó)的干部隊(duì)伍承受著來(lái)自西方國(guó)家的各種政治、文化、思想上的負(fù)面沖擊,與此同時(shí),國(guó)內(nèi)政治生態(tài)不同程度上存在一些不良現(xiàn)象,干部面臨各種“糖衣炮彈”的誘惑,干部隊(duì)伍建設(shè)面臨著諸多挑戰(zhàn),習(xí)近平作為中國(guó)共產(chǎn)黨和國(guó)家最高領(lǐng)導(dǎo)人,面對(duì)諸多情況,審時(shí)度勢(shì)、高瞻遠(yuǎn)矚、深入思考、知往鑒今,以馬克思主義經(jīng)典作家干部培養(yǎng)思想為基礎(chǔ),廣泛汲取借鑒中國(guó)傳統(tǒng)文化中的優(yōu)秀干部培養(yǎng)思想,繼承中國(guó)共產(chǎn)黨幾代領(lǐng)導(dǎo)人的干部培養(yǎng)思想智慧,形成了自身內(nèi)涵豐富、底蘊(yùn)深厚、見(jiàn)解深刻、系統(tǒng)全面的干部培養(yǎng)思想,主要涵蓋了“為什么要培養(yǎng)干部”、“培養(yǎng)什么樣的干部”、“怎樣培養(yǎng)好干部”等三個(gè)方面;習(xí)近平干部培養(yǎng)思想主要經(jīng)歷了啟蒙、發(fā)端、形成、豐富發(fā)展四個(gè)重要階段,逐步形成了“四鐵”、“四有”、“爭(zhēng)做四人”、“五個(gè)堅(jiān)持”、“五個(gè)過(guò)硬”的新時(shí)期好干部衡量標(biāo)準(zhǔn)。習(xí)近平認(rèn)為應(yīng)該從選拔干部,優(yōu)化干部來(lái)源結(jié)構(gòu);教育干部,改進(jìn)干部作風(fēng);緊抓頂層設(shè)計(jì),明確干部培養(yǎng)方向;嚴(yán)格干部管理、保證干部健康成長(zhǎng);注重實(shí)踐鍛煉,提高干部素養(yǎng)等多維度、多層次、多途徑來(lái)確保好干部的培養(yǎng)。習(xí)近平的干部培養(yǎng)思想具有重大的理論價(jià)值和豐富的實(shí)踐意義,從理論價(jià)值上看,習(xí)近平干部培養(yǎng)思想與時(shí)俱進(jìn)、不斷創(chuàng)新,擴(kuò)展了黨的干部培養(yǎng)思想新內(nèi)涵;緊緊圍繞干部培養(yǎng)核心問(wèn)題,高標(biāo)準(zhǔn)、嚴(yán)要求,發(fā)展和完善了全面從嚴(yán)治黨思想;適應(yīng)歷史新時(shí)期、新特點(diǎn),遵循社會(huì)主義建設(shè)、共產(chǎn)黨執(zhí)政等規(guī)律,豐富和深化黨的治國(guó)理政思想;從實(shí)踐意義上看,習(xí)近平干部培養(yǎng)思想突出黨員的先鋒模范作用,注重抓好黨員干部這個(gè)關(guān)鍵少數(shù);突出理想信念的重大意義和影響,積極引導(dǎo)利用,搞好干部理想信念教育這個(gè)干部培養(yǎng)的關(guān)鍵;突出目標(biāo)導(dǎo)向,主次分明、有的放矢,重點(diǎn)提升黨員干部執(zhí)政能力。習(xí)近平干部培養(yǎng)思想高屋建瓴、意義重大,必將切實(shí)指導(dǎo)新時(shí)期我國(guó)干部培養(yǎng)理論與實(shí)踐,進(jìn)而促進(jìn)干部隊(duì)伍素質(zhì)不斷提高,加快干部隊(duì)伍建設(shè),打造出一支滿(mǎn)足黨和國(guó)家發(fā)展需要、贏(yíng)得人民群眾滿(mǎn)意的干部隊(duì)伍。
[Abstract]:This paper takes Xi Jinping's thought of cadre training as the main research object, aiming at trying to be comprehensive, systematic and objective from the perspective of the construction of cadres, through literature analysis, theoretical thinking analysis, historical research and other research methods. We should deeply understand and understand Xi Jinping's thought on cadre training, comprehensively understand the actual situation of the construction of the contingent of cadres in China, constantly optimize the effect of building a contingent of cadres, and provide some useful guidance and reference for the training of cadres in the party and the state. This paper holds that the current international situation is complicated, and the contingent of cadres in our country is suffering from all kinds of negative political, cultural and ideological shocks from western countries. At the same time, there are some bad phenomena in the domestic political ecology to varying degrees. Cadres are faced with the temptation of various "sugar-coated shells", and the building of the contingent of cadres is facing many challenges. Xi Jinping, as the top leader of the Communist Party of China and the state, faces many situations, assesses the situation, is far-sighted, thinks deeply, and knows from the present. On the basis of Marxist classical writer cadre training thought, widely drawing lessons from the excellent cadre training thought in Chinese traditional culture, inheriting the ideological wisdom of cadre training of several generations of leaders of the Communist Party of China, and forming its own rich connotation, The profound, profound and systematic and comprehensive thought of cadre training mainly covers three aspects: "Why to train cadres", "what kind of cadres to train" and "how to train good cadres". Xi Jinping's thought of cadre training has mainly gone through four important stages of enlightenment, initiation, formation and rich development, and has gradually formed the "four railways", "four have", "strive to be four people" and "five adhere to". The "five excellent" standards for measuring good cadres in the new period. Xi Jinping believes that we should select cadres and optimize the structure of cadres' sources; educate cadres and improve their style of work; pay close attention to the top-level design and clarify the direction of cadre training; strictly manage cadres to ensure the healthy growth of cadres; Pay attention to practical exercise, improve cadre literacy and other multi-dimensional, multi-level, multi-way to ensure good cadre training. Xi Jinping's thought of cadre training is of great theoretical value and rich practical significance. From the point of view of theoretical value, Xi Jinping's thought of cadre training keeps pace with the times, constantly innovates, and expands the new connotation of the Party's thought of cadre training. Closely around the core issues of cadre training, high standards, strict requirements, the development and improvement of the thought of strict administration of the Party in an all-round way; Adapt to the new historical period and new characteristics, follow the laws of socialist construction, the Communist Party in power and so on, enrich and deepen the Party's thought of governing the country and governing the government; From a practical point of view, Xi Jinping's thought of cadre training highlights the vanguard and exemplary role of party members and pays attention to the key minority of party members and cadres. Highlight the great significance and influence of ideals and beliefs, actively guide and make use of them, do a good job in the education of cadres' ideals and beliefs, highlight the goal orientation, have clear priorities and priorities, and focus on improving the ruling ability of party members and cadres. Xi Jinping's thought of cadre training is of great significance and will certainly guide the theory and practice of cadre training in China in the new period, so as to promote the continuous improvement of the quality of the contingent of cadres and speed up the construction of the contingent of cadres. We have created a contingent of cadres who meet the needs of the development of the Party and the country and win the satisfaction of the masses of the people.
