【摘要】：正一、制度的廢止是制度建設(shè)的重要環(huán)節(jié)制度的作用是為社會服務(wù),因此制度必須要適應(yīng)社會現(xiàn)實,才能推動社會發(fā)展。當今世界,經(jīng)濟、政治、文化等方方面面都在不斷發(fā)展變化,一方面,這要求不斷地創(chuàng)設(shè)新的制度以適應(yīng)時代的新需要;另一方面,這也意味著許多舊的制度將因社會現(xiàn)實的變化而與時代的要求相沖突,應(yīng)該及時退出歷史舞臺。因而,創(chuàng)設(shè)制度重要,修改、廢止也同樣重要。只有創(chuàng)設(shè)、修改、廢止三者相互銜接、有機統(tǒng)一,才能構(gòu)成制度體系新陳代謝
[Abstract]:First, the abolition of the system is an important link in the construction of the system, the role of the system is to serve the society, so the system must adapt to the social reality in order to promote social development. Nowadays, the world, economy, politics, culture and other aspects are constantly developing and changing, on the one hand, this requires the continuous creation of new systems to meet the new needs of the times; On the other hand, this also means that many old systems will conflict with the requirements of the times because of the changes of social reality, and should withdraw from the historical stage in time. Therefore, the creation of the system is important, revision, abolition is also important. Only by creating, modifying and abolishing the three links with each other and organically unifying, can we form the metabolism of the institutional system.
