改革開放以來中國共產(chǎn)黨的誠信建設(shè)研究

【摘要】：誠信是中華民族血脈之中歷久彌新的道德范疇,是整體性視閾下馬克思主義思想理論體系不可或缺的重要價(jià)值理念,是標(biāo)識(shí)中國共產(chǎn)黨政黨倫理和政黨形象的核心道德元素。誠信作為基本道德觀念,內(nèi)嵌于中國共產(chǎn)黨實(shí)事求是、求真務(wù)實(shí)的政黨文化之中,貫穿于中國共產(chǎn)黨領(lǐng)導(dǎo)革命、建設(shè)和改革實(shí)踐的全過程,是中國共產(chǎn)黨塑造并生成組織內(nèi)聚力和社會(huì)公信力的倫理訴求和道德映現(xiàn)。改革開放以來,中國共產(chǎn)黨的政黨倫理在經(jīng)歷了“文化大革命”后急需重新建構(gòu),加強(qiáng)中國共產(chǎn)黨組織誠信建設(shè)并重塑政治誠信的良好形象是新的時(shí)代提出的重大戰(zhàn)略性課題。因此,誠信作為中國共產(chǎn)黨理論話語體系的重要話語資源日益成為黨代會(huì)報(bào)告文稿中的高頻詞。目前學(xué)術(shù)界對(duì)誠信的研究主要集中在對(duì)誠信基本理論、中國古代和西方誠信思想以及社會(huì)具體生活領(lǐng)域進(jìn)行理論層面、微觀層面和實(shí)證層面的研究,而對(duì)改革開放以來中國共產(chǎn)黨誠信建設(shè)理論與實(shí)踐的研究剛剛起步,整體而系統(tǒng)性的研究成果尚屬少見。有鑒于此,本文以馬克思主義基本原理為指導(dǎo),以改革開放為時(shí)代背景,以中國共產(chǎn)黨誠信建設(shè)理論與實(shí)踐為中心問題,力求較為系統(tǒng)深入地研究其思想基礎(chǔ)、時(shí)代環(huán)境、建設(shè)歷程、價(jià)值理念、建設(shè)方略、基本經(jīng)驗(yàn)等一系列基本問題,以期為當(dāng)前包括黨員干部誠信建設(shè)在內(nèi)的中國共產(chǎn)黨組織誠信建設(shè)提供有益的借鑒和參考。全文包括導(dǎo)論、正文、結(jié)語三個(gè)部分。其中,導(dǎo)論部分主要說明本文的選題意義、目前學(xué)術(shù)界的研究現(xiàn)狀、研究思路與研究方法、研究的重點(diǎn)難點(diǎn)以及可能的創(chuàng)新點(diǎn),為論文的全面展開奠定基礎(chǔ)。在具體章節(jié)結(jié)構(gòu)安排上,全文共分為七章。第一章,中國共產(chǎn)黨誠信思想的溯源。在探究誠信的含義與特征、功能與評(píng)價(jià)以及相關(guān)概念辨析等基本理論的基礎(chǔ)上,對(duì)黨的誠信思想進(jìn)行追根溯源,認(rèn)為中國傳統(tǒng)文化中的誠信思想是黨的誠信思想的文化基因,馬克思主義誠信思想是黨的誠信思想的理論基石,早期中國共產(chǎn)黨人的誠信意識(shí)是黨的誠信思想的基礎(chǔ),而毛澤東的誠信思想則是中國共產(chǎn)黨誠信理論的奠基之作。這些思想素材,是改革開放以來中國共產(chǎn)黨加強(qiáng)黨的誠信建設(shè)的重要思想理論基礎(chǔ)。第二章,改革開放以來中國共產(chǎn)黨誠信建設(shè)的環(huán)境考量。改革開放以來,就國內(nèi)而言,中國共產(chǎn)黨黨員干部隊(duì)伍和地方黨組織誠信倫理生成的經(jīng)濟(jì)體制、組織態(tài)勢、道德理念均發(fā)生了重大變化;就國際而言,黨面臨的國際政治環(huán)境由于社會(huì)主義國家和其他國家及地區(qū)政黨政局動(dòng)蕩而更加復(fù)雜；中國共產(chǎn)黨的誠信建設(shè)以反思?xì)v史、審視現(xiàn)實(shí)為契機(jī),扎根于現(xiàn)實(shí)中國社會(huì)的誠信場景圖式之中。第三章,改革開放以來中國共產(chǎn)黨誠信建設(shè)的歷史進(jìn)程。從歷史發(fā)展進(jìn)程來看,改革開放以來伴隨著中國共產(chǎn)黨中央領(lǐng)導(dǎo)集體的有序化更替,中國共產(chǎn)黨的誠信建設(shè)在宏觀視閾中經(jīng)歷了四個(gè)基本階段,即起步階段、推進(jìn)階段、拓展階段和深化階段,不斷解決影響組織誠信的一系列核心基本問題。第四章,改革開放以來中國共產(chǎn)黨誠信價(jià)值觀的理論架構(gòu)。就誠信價(jià)值觀的基本構(gòu)成而言,包括價(jià)值意義、價(jià)值主體、價(jià)值理念、評(píng)價(jià)體系四個(gè)方面。改革開放新時(shí)期開啟以來,加強(qiáng)黨的誠信建設(shè)對(duì)于黨員健康人格、和諧黨內(nèi)生活、塑造政治形象、促進(jìn)經(jīng)濟(jì)發(fā)展、營造社會(huì)風(fēng)氣等具有重要的價(jià)值意義。黨的誠信道德行為主體包括作為個(gè)體、群體、整體意義的誠信道德行為主體以及黨的媒體。黨的誠信價(jià)值理念內(nèi)容豐富,主要包括思想理論、制度價(jià)值、政策執(zhí)行、執(zhí)政效能、執(zhí)政方式、政治人格等基本方面。從完善評(píng)價(jià)標(biāo)準(zhǔn)與要素、評(píng)價(jià)主體與途徑等方面建構(gòu)了黨員干部隊(duì)伍和地方黨組織的誠信評(píng)價(jià)體系。第五章,改革開放以來中國共產(chǎn)黨的誠信建設(shè)方略。黨內(nèi)誠信建設(shè)是一項(xiàng)系統(tǒng)而復(fù)雜的工程。文章從現(xiàn)狀和原因兩個(gè)方面,分析了改革開放以來黨內(nèi)誠信缺失的現(xiàn)實(shí)樣態(tài)；較為全面地歸納了這一時(shí)期我們黨堅(jiān)持馬克思主義誠信思想與黨內(nèi)誠信建設(shè)實(shí)際相結(jié)合、重點(diǎn)治理與全面治理相結(jié)合、懲治失信與預(yù)防失信相結(jié)合、黨內(nèi)失信治理與社會(huì)失信治理相結(jié)合的誠信建設(shè)原則；詳細(xì)探討了我們黨從黨與社會(huì)互動(dòng)的視角堅(jiān)持多措并舉系統(tǒng)推進(jìn)黨員干部隊(duì)伍和地方黨組織誠信建設(shè)的具體措施；系統(tǒng)研究了黨內(nèi)誠信建設(shè)的價(jià)值認(rèn)知機(jī)制、行為激勵(lì)機(jī)制、監(jiān)督約束機(jī)制和運(yùn)行保障機(jī)制。第六章,改革開放以來中國共產(chǎn)黨誠信建設(shè)的基本經(jīng)驗(yàn)。緊緊圍繞黨員干部隊(duì)伍和地方黨組織誠信道德生成的認(rèn)識(shí)前提、價(jià)值依據(jù)、實(shí)踐環(huán)節(jié)、情感依托、理性探索等關(guān)鍵要素,將黨的誠信建設(shè)的基本經(jīng)驗(yàn)歸納為堅(jiān)持思想教育、人民利益、調(diào)查研究、人文關(guān)懷、制度設(shè)計(jì)五個(gè)方面。第七章,當(dāng)代新境遇下中國共產(chǎn)黨誠信建設(shè)的現(xiàn)實(shí)思考。這是文章的落腳點(diǎn)。從時(shí)代、空間、范疇三位一體的視野分析當(dāng)代中國社會(huì)境遇及其誠信倫理境遇,在此基礎(chǔ)上闡明當(dāng)代中國共產(chǎn)黨誠信建設(shè)的價(jià)值指向,并探尋當(dāng)代中國共產(chǎn)黨深入推進(jìn)組織誠信建設(shè)的有效實(shí)踐路徑。
[Abstract]:The integrity is a new moral category in the blood of the Chinese nation, which is an indispensable important value idea of the theoretical system of the Marxist ideology under the whole visual threshold, which is the core moral element that identifies the party ethics and the political party image of the Communist Party of China. In view of this, this paper is guided by the basic principle of Marxism, and based on the reform and opening-up policy as the background, and based on the theory and practice of the Communist Party of China's good faith construction, the paper tries to study its ideological foundation, the times environment, the construction process, the value concept and the construction strategy in a more systematic and in-depth study. There are a series of basic problems, such as the basic experience, with a view to providing useful reference and reference for the construction of the good faith of the Communist Party of China, including the honest construction of the party members and cadres.
