【摘要】：北滿根據(jù)地是中國共產黨在東北最大、最為鞏固的一塊根據(jù)地,中國共產黨在北滿根據(jù)地的成功執(zhí)政實踐使之成為集政治、經濟、軍事于一體的后方戰(zhàn)略基地。北滿根據(jù)地的建設發(fā)展對支持東北正面戰(zhàn)場的軍事斗爭起到關鍵作用,同時,北滿根據(jù)地積極配合其它根據(jù)地的建設工作,為中國共產黨爭取東北、解放東北提供了保證。本文論述并分析了解放戰(zhàn)爭時期中國共產黨在北滿根據(jù)地局部執(zhí)政的實踐活動。論文內容分為四個部分,第一部分是緒論部分。第二部分闡述了中國共產黨在北滿根據(jù)地局部執(zhí)政的時代背景和經驗借鑒。通過對北滿根據(jù)地的國際環(huán)境、戰(zhàn)略地位以及黨對北滿的戰(zhàn)略需求與部署來考察中國共產黨在北滿根據(jù)地局部執(zhí)政時所面臨的執(zhí)政環(huán)境。經驗借鑒主要來源于蘇聯(lián)共產黨的執(zhí)政經驗、中國共產黨在蘇維埃時期和抗戰(zhàn)時期的局部執(zhí)政經驗。該部分主要通過時代背景和經驗借鑒兩個方面來分析了中國共產黨在北滿根據(jù)地進行局部執(zhí)政實踐的必要性和可能性。第三部分介紹了中國共產黨在北滿根據(jù)地局部執(zhí)政的具體實踐工作。首先介紹了中國共產黨通過創(chuàng)立基層黨組織并不斷加強自身隊伍建設,在北滿根據(jù)地建立起堅強的領導核心。其次系統(tǒng)闡述了黨組織在北滿根據(jù)地建立政權的三個階段。第一階段通過對大中城市政權的接管初步建立政權,第二階段通過建立各級行政機構實現(xiàn)對新生政權的鞏固,第三階段通過建立政權運行機制和培養(yǎng)基層干部提升政權運行效率。最后論述中國共產黨在北滿根據(jù)地局部執(zhí)政實踐的基本內容。第四部分對中國共產黨在北滿根據(jù)地局部執(zhí)政的實踐活動進行了評價。主要包括三個方面:一是主要結合中國共產黨在北滿根據(jù)地局部執(zhí)政的實踐活動,分析了中國共產黨在這一時期局部執(zhí)政的特點。二是闡述了中國共產黨對北滿根據(jù)地局部執(zhí)政所產生的歷史作用。三是結合目前加強黨的執(zhí)政能力建設的實踐,分析中國共產黨對北滿根據(jù)地局部執(zhí)政實踐的經驗對加強黨執(zhí)政能力建設的現(xiàn)實啟示。中國共產黨在北滿根據(jù)地的局部執(zhí)政實踐和經驗為建國后的全面執(zhí)政作了組織上和政治上的準備。中國共產黨在對北滿根據(jù)地局部執(zhí)政的過程中所取得的經驗,對目前加強黨的執(zhí)政能力建設也具有重要的現(xiàn)實意義,在黨的執(zhí)政過程中要貫徹執(zhí)政為民的思想,堅持群眾路線,不斷加強黨的自身建設,促進經濟發(fā)展。
[Abstract]:The North Manchu base area is the largest and most consolidated base area of the Communist Party of China in the northeast. The successful ruling practice of the Communist Party of China in the base area of Beiman makes it a strategic base of the rear area which integrates politics, economy and military affairs. The construction and development of the North Manchu base area played a key role in supporting the military struggle in the front battlefield of northeast China. At the same time, the North Manchu base area actively cooperated with the construction of other base areas and provided the guarantee for the Communist Party of China to strive for the northeast and liberate the northeast. This paper discusses and analyzes the practice of the Communist Party of China in Beiman base area during the liberation war. The paper is divided into four parts, the first part is the introduction part. The second part expounds the background and experience of the Communist Party of China's local ruling in Beiman base area. Through the international environment, the strategic position and the strategic demand and deployment of the Party to Bei-Manchu base area, this paper examines the ruling environment faced by the Communist Party of China (CPC) in the Bei-Manchu base area. The experience comes mainly from the ruling experience of the Soviet Communist Party, the local ruling experience of the Communist Party of China during the Soviet period and the Anti-Japanese War. This part mainly analyzes the necessity and possibility of the Communist Party of China's local ruling practice in Beiman base area through the background and experience of the times. The third part introduces the practice of the Communist Party of China in part ruling in the base area of Beiman. First of all, the Communist Party of China has established a strong core of leadership in the base area of Bei Manchu by establishing the grass-roots party organization and continuously strengthening its own team building. Secondly, it systematically expounds the three stages of the establishment of the political power in the base area of Beiman by the party organizations. In the first stage, the initial establishment of the regime through the takeover of the power in large and medium-sized cities, and in the second stage, the consolidation of the new regime through the establishment of administrative bodies at all levels, The third stage through the establishment of regime operation mechanism and training grass-roots cadres to improve the efficiency of regime operation. Finally, this paper discusses the basic content of the CPC's local ruling practice in Beiman base area. The fourth part evaluates the practice of the Communist Party of China (CPC) in part ruling in the base area of Beiman. It mainly includes three aspects: first, combining with the practice activities of the CPC in Beiman base area, this paper analyzes the characteristics of the local ruling of the CPC in this period. The second is to expound the historical effect of CPC on the local administration of Beiman base area. Third, combined with the current practice of strengthening the Party's ruling ability, this paper analyzes the practical enlightenment of the CPC's experience in the local ruling practice of Beiman base area to the strengthening of the Party's governing capacity building. The local ruling practice and experience of the Communist Party of China in the base area of Bei Manchu has made organizational and political preparations for the all-round ruling after the founding of the people's Republic of China. The experience gained by the Communist Party of China in the process of local administration of the Beiman base area is also of great practical significance for strengthening the Party's ruling capacity at present. In the process of ruling the Party, it is necessary to implement the idea of ruling for the people and adhere to the mass line. We will continue to strengthen the Party's self-building and promote economic development.
