【摘要】：合理有效的監(jiān)督是現(xiàn)代公司治理分權(quán)制衡體系的重要組成部分,也是高校企業(yè)堅持黨的領(lǐng)導(dǎo)的重要機制。在深入剖析各監(jiān)督力量監(jiān)督局限的基礎(chǔ)上,將協(xié)同治理理論引入高校企業(yè)廉潔監(jiān)督體系建設(shè),從協(xié)同監(jiān)督的角度,對各監(jiān)督職能機構(gòu)進行功能耦合和能力整合,可重塑廉潔監(jiān)督的架構(gòu)體系、運行體系、責(zé)任體系。通過主體、過程、責(zé)任的協(xié)同,打破碎片化監(jiān)督格局,實現(xiàn)監(jiān)督力量的高度統(tǒng)合和集聚,構(gòu)建廉潔監(jiān)督協(xié)同治理新模式。
[Abstract]:Reasonable and effective supervision is not only an important part of the system of separation of powers and balances in modern corporate governance, but also an important mechanism for colleges and universities to adhere to the leadership of the Party. On the basis of in-depth analysis of the limitations of supervision by various supervisory forces, the theory of collaborative governance is introduced into the construction of a clean supervision system for colleges and universities, and from the angle of collaborative supervision, the functional coupling and capability integration of each supervisory functional organization is carried out. Can reshape the clean supervision structure system, the operation system, the responsibility system. Through the coordination of subject, process and responsibility, we can break the pattern of fragmented supervision, realize the high integration and concentration of supervision force, and construct a new model of clean supervision cooperation governance.
