【摘要】：正一把手體制是中國政治的一個重要縮影。在政治生活中,一把手是貫徹落實(shí)上級決策部署的第一責(zé)任人和拍板決定重大事項(xiàng)的最終決策人,因而極易集決策權(quán)、實(shí)施權(quán)和監(jiān)督權(quán)于一身。但是,權(quán)力源于權(quán)利的基本邏輯和權(quán)力本身所具有的擴(kuò)張性特質(zhì),決定了必須對一把手進(jìn)行監(jiān)督,這是分析這一問題時必須堅(jiān)持的邏輯理路。封閉的權(quán)力結(jié)構(gòu)及其運(yùn)行、斷裂的制度體系、脫節(jié)的干部選任與教育管理、缺乏活力的黨內(nèi)民主生活,是影響一把手監(jiān)督的主要因素。因此,構(gòu)建
